CEIS | Government is seeking an experienced Senior Construction Project Manager to lead large-scale federal construction projects throughout the Southeast, with assignments primarily supporting projects in South Carolina and North Carolina.
This position requires a senior construction professional with significant General Contractor experience managing foundations, subgrade structures, heavy civil scopes, and structural concrete construction on complex projects valued at $200 million or greater. The successful candidate must understand the execution of a project from the ground up, with direct experience managing major below-grade and foundation packages before transitioning into vertical construction.
This individual will serve as a primary project leader and client point of contact, maintaining responsibility for construction execution from planning and preconstruction through field delivery, turnover, and closeout.
Key Responsibilities- Lead assigned construction projects from preconstruction and mobilization through execution, commissioning, turnover, and final closeout.
- Provide direct leadership for major foundation, subgrade, structural concrete, and heavy civil construction packages.
- Manage construction activities involving excavation, earthwork, site preparation, foundations, below-grade structures, structural concrete, utilities, and associated civil infrastructure.
- Coordinate foundation and substructure sequencing with engineering, procurement, field supervision, concrete trades, civil subcontractors, and subsequent vertical construction activities.
- Review drawings, specifications, constructability issues, sequencing plans, work packages, RFIs, submittals, and change documentation.
- Oversee General Contractor and subcontractor execution while maintaining accountability for safety, quality, cost, schedule, productivity, and contractual requirements.
- Monitor concrete operations including reinforcing steel, formwork, embeds, placements, testing, inspections, and turnover documentation.
- Coordinate excavation, temporary works, site logistics, underground utilities, access, and other below-grade interfaces affecting foundation construction.
- Manage subcontractor performance, manpower, field coordination, procurement, change management, and issue resolution.
- Work closely with superintendents and field leadership to develop construction sequencing, short-term planning, recovery strategies, and resource requirements.
- Maintain project budget, forecasts, schedule performance, change management, and executive-level reporting.
- Serve as a primary point of contact with clients, design teams, subcontractors, union trades, and project stakeholders.
- Ensure compliance with federal construction requirements, OSHA regulations, project quality programs, and contractual obligations.
- Maintain ownership of assigned projects from initial execution through final turnover rather than transitioning between projects during critical phases.
Required Qualifications- Bachelor's degree in Construction Management, Civil Engineering, Engineering, or a related field.
- Equivalent progressive construction experience may be considered in lieu of a degree.
- Minimum 15 years of progressive construction management experience.
- Significant experience working directly for a General Contractor on large-scale construction projects.
- Demonstrated experience managing projects or major construction packages valued at $200 million or greater.
- Extensive, direct experience managing foundations, subgrade structures, heavy civil construction, and structural concrete.
- Strong understanding of the sequencing and execution of below-grade construction through transition into vertical structural work.
- Experience managing civil and concrete subcontractors, craft labor, field supervision, schedules, budgets, and project controls.
- Experience working with union labor and union subcontractors.
- Demonstrated responsibility for projects from preconstruction or award through construction completion and turnover.
- Strong knowledge of construction means and methods, constructability, sequencing, quality control, and field execution.
- Ability to read and interpret civil, structural, and construction drawings and specifications.
- Excellent leadership, client-management, communication, negotiation, and problem-solving skills.
- Ability to travel throughout South Carolina and North Carolina based on project assignments.

Preferred Qualifications- Previous experience delivering projects for DOE, DOD, USACE, GSA, or other federal agencies.
- Background supporting nuclear, mission-critical, industrial, or highly regulated construction programs.
- Experience with large self-perform or subcontracted civil and concrete packages.
- PMP, CCM, PE, or related construction management credential.
- Proficiency with Primavera P6, Procore, Bluebeam, or similar construction management platforms.
- Experience managing complex, multi-year construction programs involving numerous subcontractors and stakeholders.
