Senior Construction Manager- SFWMD Projects
Location: Belle Glade, FL

Position Overview
KEITH is seeking an experienced Senior Construction Manager to support a major South Florida Water Management District (SFWMD) project. This position will serve as a senior-level construction management representative responsible for overseeing construction activities, ensuring compliance with contract requirements, and supporting successful project delivery on behalf of the Owner.
The Senior Construction Manager will provide leadership throughout the construction phase, coordinating with SFWMD representatives, contractors, consultants, inspectors, permitting agencies, and project stakeholders. This role requires a strong understanding of water resources infrastructure, public agency construction processes, contract administration, and construction management best practices.
The ideal candidate will have demonstrated experience managing complex public infrastructure projects and a working knowledge of SFWMD procedures, standards, and expectations.

Key Responsibilities:
  • Serve as a senior construction management representative providing oversight and guidance for SFWMD projects.
  • Act as a primary point of contact between KEITH, SFWMD, contractors, design consultants, inspectors, and other project stakeholders.
  • Monitor contractor progress to ensure compliance with contract documents, approved plans, specifications, schedules, and quality requirements.
  • Provide leadership in managing construction activities from mobilization through project closeout.
  • Review and evaluate contractor schedules, progress reports, pay applications, change orders, RFIs, submittals, and claims.
  • Identify potential project risks, schedule impacts, and cost concerns; develop recommendations and mitigation strategies.
  • Lead construction progress meetings and coordinate resolution of project issues.
  • Monitor contractor adherence to quality control requirements, environmental commitments, permitting requirements, and regulatory standards.
  • Coordinate with SFWMD project representatives to ensure alignment with District objectives and procedures.
  • Review field observations, inspection reports, testing documentation, and construction records.
  • Provide oversight of Resident Project Representatives, inspectors, and field personnel as applicable.
  • Support resolution of technical issues between contractors, engineers, and stakeholders.
  • Review project documentation for completeness and compliance with contract requirements.
  • Assist with project closeout activities, including punch lists, final inspections, record drawings, warranties, and turnover documentation.
  • Prepare executive-level project status reports addressing schedule, cost, quality, risks, and project performance.
  • Maintain professional relationships with public agencies, contractors, consultants, and community stakeholders.
Required Qualifications:
  • Bachelor's degree in Construction Management, Civil Engineering, Environmental Engineering, or a related field.
  • Minimum of 10 years of progressive construction management experience.
  • Experience managing large-scale water resources, drainage, flood control, environmental, civil infrastructure, or public works projects.
  • Demonstrated experience serving as a Construction Manager, Owner's Representative, Resident Engineer, or Senior Project Manager.
  • Experience working with the South Florida Water Management District (SFWMD) or similar public agencies strongly preferred.
  • Strong knowledge of construction contract administration, scheduling, cost management, and quality assurance practices.
  • Experience reviewing contractor schedules, pay applications, change orders, RFIs, submittals, and claims.
  • Ability to interpret engineering plans, specifications, contract documents, and technical reports.
  • Strong understanding of construction safety requirements and regulatory compliance.
  • Proficiency with construction management and project controls software, including Microsoft Office Suite, E-Builder, Primavera P6, Procore, Bluebeam, or similar platforms.
  • Excellent written and verbal communication skills.
Preferred Qualifications:
  • Experience with SFWMD Capital Improvement Projects (CIP), water control structures, canals, stormwater management systems, pump stations, flood protection, or related infrastructure
  • Experience managing projects involving environmental permits, regulatory coordination, and agency approvals.
  • Familiarity with SFWMD technical specifications, construction standards, and inspection requirements.
  • Experience working with municipalities, state agencies, and other public-sector owners.
