Position SummaryWe are seeking an experienced Construction Manager to support multiple construction repair projects at Keesler Air Force Base in Biloxi, Mississippi. The selected candidate will serve as the Owner's Representative and Quality Assurance Construction Manager, providing oversight of contractor performance, construction quality, schedule compliance, payment inspections, testing and inspection activities, project documentation, and project closeout efforts. The Construction Manager will work closely with the Program Manager, Air Force personnel, contractors, and project stakeholders to ensure successful execution of federal construction projects in accordance with contract requirements and industry best practices.

Key ResponsibilitiesThe Construction Manager will lead a team of professionals and serve as the Owner's Representative throughout construction and project closeout activities. The Construction Manager will be required to learn and integrate our company's best practices related to project delivery, budget, schedule, quality and operations in the military installation environment. The Construction Manager will act as an advisor/liaison with the client (user groups, design team, contractors, and facility engineering representatives). The Construction Management services will be used to support traditional Design-Bid-Build and Design/Build contracts. A summary of the major tasks is below.
- Monitoring Project Financial Data: Monitor project budgets, construction contract modifications, and project expenditures. Perform payment inspections and validate contractor payment requests, including review and verification of ADF IMT 3065 forms and supporting documentation.
- Construction Phase Scheduling: Maintain daily reports of project activities, update project schedules, coordinate with contractors, and address schedule changes with recommendations.
- Progress Meetings: Conduct regular project meetings to review schedules and payment requirements and prepare necessary payment forms.
- Assisting in Issue Resolution: Keep detailed records to support conflict resolution, conduct progress meetings, and address project issues.
- Testing and Inspection Services: Monitor independent testing agencies and witness specialty inspections and testing activities related to soil, concrete, steel, and other construction systems. Review third-party testing reports to verify compliance with contract requirements.
- Additional Construction Services: Maintain project plans, perform inspections, manage contract change orders, and handle project closeout tasks.
- Project Documentation: Ensure all construction management software records are complete and accurate; review RFIs, submittals, schedule updates, and contractor correspondence; document project activities and closeout requirements; and provide recommendations regarding construction claims and potential schedule impacts.
- Deficiency Management: Document, track, and maintain project deficiencies through resolution and verify corrective actions prior to project closeout.
Education- Bachelor's degree of Engineering or Construction Management from an accredited institution is required; equivalent combinations of education and relevant experience will be considered with 15 years of experience
- Completion of USACE Construction Quality Management Required
Experience- Bachelor's degree in Construction Management, Engineering, or a related field and a minimum of five (5) years of experience in construction quality assurance, quality control, or construction management; OR
- In lieu of a degree, a minimum of fifteen (15) years of progressively responsible experience in construction quality assurance, quality control, or construction management.
- All candidates must possess a minimum of three (3) years of Quality Control Management experience on Department of Defense (DoD) construction projects.
- Demonstrated experience reviewing contract documents, technical specifications, drawings, schedules, submittals, RFIs, change orders, and contractor payment requests.
- Experience supporting federal construction projects involving government agencies, military installations, or institutional environments.
- Working knowledge of engineering services, building codes, budgeting, scheduling, and construction administration.
- Candidates may be required to provide project examples demonstrating relevant experience and qualifications.

- Demonstrated ability to utilize construction management software and Microsoft Office applications to monitor project performance, maintain records, compile project data, and generate reports. Proficiency with Microsoft Office Suite and Adobe Acrobat, AutoCAD, Procore
- Strong communication, technical writing, and organizational skills with the ability to prepare inspection reports, meeting minutes, deficiency logs, project correspondence, and closeout documentation.
- Familiarity with construction practices, quality assurance, scheduling, cost management, and change management
- Demonstrated ability to exercise independent judgment in administrative, financial, and compliance matters
