Senior Configuration Management Analyst

Huntsville, AL

Brown Technologies is currently seeking a Senior Configuration Management Analyst who is a self-starter supporting the Future Long Range Assault Project Office in Huntsville, AL.

DESCRIPTION:

The ideal candidate will possess a strong understanding of intellectual property (IP) and a working knowledge of industry and government data rights as they apply to weapon system development. This role offers a unique opportunity to support a project office in delivering a weapon system material solution, leveraging a forward-leaning and innovative approach to IP and data rights management.

The Configuration Management/Data Management (CM/DM) position is responsible for conducting analytical reviews across a range of activities, including researching IP and data rights assertions, interpreting applicable legal frameworks and requirements, analyzing Contract Data Requirements Lists (CDRLs), and providing lifecycle data support aligned with the Project Office's Life Cycle Sustainment Plan.

RESPONSIBILITIES:
  • Develop and maintain a total life-cycle Configuration Management (CM) Program Plan, ensuring CM requirements are fully integrated into Acquisition Strategies, Life Cycle Sustainment Plans (LCSPs), Systems Engineering Plans (SEPs), and contractual documentation.
  • Support Army Aviation acquisition efforts through research and analysis to obtain required technical data and software with sufficient data rights to enable fully organic sustainment of the weapon system across the program lifecycle.
  • Assess data rights assertions associated with Technical Data Packages (TDPs) to identify and mitigate programmatic risk.
  • Develop and deliver executive-level briefings for Division Chiefs and Project Managers.
  • Conduct research and analysis of Contract Data Requirements List (CDRL) deliverables in relation to intellectual property and data rights, and provide informed recommendations to government decision-makers.
  • Support and participate in Working Groups (WGs) focused on intellectual property and data rights matters.
  • Research government use cases and associated IP and data rights assertions to inform acquisition and sustainment decisions.
  • Support the development and maintenance of a centralized repository for IP and data rights assertions throughout weapon system development.
  • Develop and/or support product-level intellectual property strategies that protect critical technical data, secure government data rights, and align with acquisition and sustainment objectives.
  • Coordinate IP and data management activities, ensuring appropriate data visibility, access, and authorized use of technical data.
  • Review and coordinate configuration control activities to ensure changes are properly assessed, authorized, and implemented in accordance with CM processes.
  • Review Government Furnished Information (GFI) to ensure proper and accurate data markings, and support resolution of marking issues prior to data releases

QUALIFICATIONS:

Required:
  • Clearance Required: Secret
  • Bachelor's degree plus 8 years of experience working intellectual property analysis, to include 3+ years of experience working and conducting Data rights assessments
    • Degree substitution: 11 years of related experience in lieu of a degree
  • Familiarity with laws and policies covering Data Rights, including the appropriate FARS and DFARS clauses, Army Directive 2018-26, 10 USC 2320, DODI 5230.44, and 5010.44; and a willingness to expand on that knowledge
  • Experience working Intellectual Property and Data Rights assertions in a government acquisitions office.
  • Knowledge of US Army Staffing process and procedures.

Preferred:
  • IP/Data Rights experience in PEO Aviation
