Full Job Description
Job Summary:
This position supports the maintenance, development, and production support of core DMV business systems supporting South Carolina's drivers and vehicles. The system supports legislative and federal requirements for traffic violation processing and is a client-server system utilizing COBOL as the back end and .NET as the human interface. The position will serve as a Senior Programmer / Team Lead within the COBOL development team and will directly support the SCDMV core business system known as Phoenix.

Key Responsibilities:
• Analyze the Phoenix core business system and assigned tickets for development and system modifications.
• Lead the analysis of assigned tickets and projects and propose appropriate technical solutions.
• Partner with business units to develop business specifications and translate them into technical specifications.
• Obtain business sign-off on technical specifications and ensure requirements are clearly documented.
• Code, test, promote, and implement solutions while interacting with impacted users to ensure requirements are met.
• Provide Level 3 (L3) production support for the Phoenix system.
• Lead technical software development activities, including planning and deployment of software systems.
• Serve as a primary technical contact for business units regarding business and technical specifications.
• Provide daily and weekly status updates to the development manager and business analysts.
• Mentor and guide less experienced technical colleagues.
• Plan, define, lead, direct, instruct, and review project work and personnel.
• Communicate effectively with users, vendors, staff members, and management both orally and in writing.
• Obtain and maintain CJIS information security certification as sponsored by SCDMV.

Required Qualifications:
• 10+ years of experience with Visual COBOL V9 and higher architecture and programming.
• 10+ years of experience with computer system analysis, design, coding, testing, debugging, and implementation techniques and practices for developing new systems or modifying existing systems.
• 10+ years of experience developing and maintaining complex, mission-critical applications in a Windows-based client-server environment.
• 10+ years of experience leading a technical software development team in the planning and deployment of software systems.
• 10+ years of experience coding and testing complex COBOL-based business systems using an Oracle SQL database in a Windows-based client-server environment.
• 10+ years of experience providing Level 3 (L3) production support.
• 10+ years of experience functioning as the primary contact with business units to develop and review business and technical specifications and ensure delivery of specified functionality.
• Ability to work independently.
• Excellent communication and collaboration skills.
• Ability to effectively communicate with technical and non-technical stakeholders.

Preferred Qualifications:
• Experience with Oracle 19+ SQL.
• Familiarity with Microsoft Visual Studio .NET / C# development environments.
• Experience working in a governmental environment.
• Experience mentoring and guiding less experienced technical colleagues.
• Experience planning, defining, leading, directing, instructing, and reviewing project work and personnel.
• Bachelor's degree in Computer Science or a closely related discipline with 10 years of experience.
• Experience working in a government agency environment.

Certifications:
• Visual COBOL technical certifications preferred.
• CJIS information security certification required; SCDMV will sponsor the certification.
