Corporate Real Estate Management (CREM) is looking for an experienced, knowledgeable, and innovative Senior Change Management Consultant to join their team who are leading centralization efforts. Reporting to the Manager, Policy & Program Planning, within CREM's Program Office, the Senior Change Management Consultant will plan, manage, advise and develop material (presentations, etc.) on change management, communications, and program and project related work to senior management, project and program teams and designated Divisional leads to implement enterprise-wide change related to centralization and people change. We are looking for someone who has a passion for people and project change management and is able to manage a broad range of responsibilities including: providing high-level, strategic consulting and advice; assessing, analyzing and developing plans; project/program management and actively engaging in the hands-on work of a variety of other directly related project and program work, presenting, implementing, facilitating and training. This includes real estate services transformation and centralization. The successful incumbent will actively work with Divisions, Agencies or Corporations (DACs) under consideration for centralization, service lines across CREM, strategic communications, People & Equity's team, and leading and driving the new P&E Business Concept Overview (reorganization process) for the centralization efforts. This position also includes analysis work of complement management reports, and other type of analysis etc. to support transition work.

Major Responsibilities
  • Provide strategic advice, guidance, direction, leadership and solutions to senior management, project teams and individuals on diverse people change management initiatives and their related components to ensure successful implementation and benefit realization.
  • Understand and apply change methodologies and principles, types and stages of change management and contribute to the development of strategy and implementation plans for the program office.
  • Develop, maintain, implement and communicate change management framework, language, policies, procedures, tools and resources to support development of consistent, common change management practices.
  • Manage, track and report on status change activities.
  • Conduct engagement sessions with stakeholders, plan engagements and appropriate interventions to drive successful change implementation.
  • Research, define, recommend and prioritize new opportunities, continuous improvement, emerging technologies, tools, resources, methodologies and strategies to maintain and improve people change management practices.
  • Act as subject matter expert and advise on change management practices and effective implementation and application of change management framework, strategies, tools and resources.
  • Engage senior leaders to promote alignment and ensure appropriate sponsorship of initiatives to achieve successful and sustainable outcomes.
  • Conduct research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Assess, evaluate and anticipate organization and stakeholder readiness, ability and capacity to undergo change, makes recommendations to senior management and develops and implements plans for the enhancement of change capacity and capability.
  • Assess learning needs to determine scale, complexity and magnitude of learning and development needs, identify the gaps and develop plans including resource requirements, budget needs and performance metrics.
  • Promote organizational learning and take steps to integrate and embed change management in assigned initiatives.
  • Lead the design, development, delivery, coordination and evaluation of training programs related to change management to meet diverse needs of different stakeholders and audiences.
  • Collaborate with training staff, strategic communications staff and other relevant staff as required to develop training materials and deliver training and awareness session related to change being implemented.
  • Provide support and information on new best practices, innovations, tools and resources to support assigned change implementation.
  • Develop data analytics for performance analysis, including return on investment measures, and develop and advance recommendations for improvements.
  • Design and conduct "lessons learned" and other evaluation strategies and recommend changes to processes and practices to build on learnings.
  • Develop a measurement and benefit realization strategy and monitors achievement of performance outcomes.
  • Other work/duties as assigned

Key Qualifications
  1. Post-secondary education in a relevant discipline (e.g., Business Administration, Strategic Management, Human Resources, Organizational Development, or a related discipline, or an equivalent combination of education and experience. Formal change management accreditation is an asset.
  2. Extensive people change management experience in a major public or private sector organization, in a unionized environment.
  3. Extensive experience developing and executing people change management activities including creation of tools and aids (job aids, communication plans), change management processes, engagement and training plans.
  4. Experience working at a strategic level, liaising with stakeholders to identify potential change impacts and ensure change plans are in place.
  5. Strong program management skills including managing, tracking and reporting on change implementation.
  6. Hands on experience driving change implementation and tracking and reporting progress.
  7. Comprehensive knowledge and understanding of the application of people, program and project change management processes, including complexity, culture, risk, readiness and other assessments, stakeholder identification, analysis and engagement, change communication planning, and training strategy development.
  8. In-depth knowledge of current people change management methodologies, principles, practices, processes, tools and templates.
  9. Resourcefulness, ability to multitask, and strong consulting skills, including the ability to manage multiple projects and stakeholders.
  10. Excellent communication skills, including negotiation, influencing and presentation skills;
  11. Strong ability to facilitate small to large sized groups and discussions.
  12. Ability to work and communicate with senior leaders in an advisory capacity, particularly in addressing their role in effective change leadership.
  13. Ability to establish, build and maintain collaborative relationships with various stakeholders for the purpose of meeting corporate objectives
  14. Extensive project management experience managing a variety of scaled strategic projects, with a solid foundation of success in driving change and an ability to effectively organize, manage and deliver projects.
  15. Extensive experience with project management principles, practices, methodologies and technology.
  16. Considerable experience successfully building stakeholder relationships including negotiation, facilitation and engagement.
  17. Proven experience and success as a program or project leader with advanced innovation, initiative and interpersonal skills with a strong focus on collaboration and teamwork
  18. Your track record of professional accomplishments speaks to your experience in leading projects, outcomes, workplace strategies including as well as experience leading change through transformation in a complex organization.
  19. Excellent verbal and written communication and presentation skills including creating reports, presentations, briefing notes and technical documents.
  20. Equally important, you have the ability to work in a matrix organization, paired with adaptability, and motivation.
  21. Proficient with a variety of software packages including MS Office (i.e. Word, Excel, Access, Visio and PowerPoint) project tracking technology and databases and use of artificial intelligence tools.
  22. Change Management experience overseeing change for unionized staff and also for facilities and corporate real estate service delivery staff preferred.
  23. Ability to manage multiple priorities simultaneously, work effectively within a matrix environment, and demonstrate adaptability, sound judgment, and strong organizational skills.
