Help shape how the Minnesota Department of Revenue delivers services to millions of taxpayers. Lead projects that improve business processes, implement new legislation, and help teams successfully navigate change.

The Senior Business Project & Change Manager leads complex initiatives that improve the way the Minnesota Department of Revenue serves taxpayers and supports employees. Projects may implement new laws, improve business processes, enhance technology, or strengthen agency operations.

In this role, you'll partner with leaders, business experts, technology teams, and external partners to plan and deliver projects, facilitate decision-making, manage risks, and keep work moving toward successful outcomes.

The position also helps strengthen project management and organizational change management practices across the agency by coaching teams, developing standards and tools, and supporting successful adoption of change.

This position is eligible for hybrid telework. Employees living within 50 miles of the office will be required to work in the office at least 50% of the time each month. Employees may reside outside the state of Minnesota if they live in a state bordering Minnesota and are within 50 miles of the primary work location.

Existing employees who were approved to telework from a bordering state and more than 50 miles from their work location before June 1, 2025, may retain this arrangement unless they move farther away.

Qualifications

Minimum Qualifications
  • Five (5) years of professional experience leading complex projects, programs, business improvement efforts, or organizational initiatives.
  • Experience leading work across multiple teams, stakeholders, or areas of an organization.
  • Experience providing leadership, guidance, coaching, or direction to project teams or cross-functional groups.

Preferred Qualifications
  • Experience leading projects that implement legislative requirements, policy changes, business process improvements, or new technology solutions.
  • Experience partnering with both business and technology teams to deliver project outcomes.
  • Experience leading organizational change management efforts or supporting teams through significant process, system, or organizational changes.
  • Prosci or equivalent organizational change management certification or formal training.
  • Experience establishing or improving project management, change management, or continuous improvement practices.

Physical Requirements

Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.

Additional Requirements
