Full Job Description
Position Summary
We are seeking a highly skilled and versatile Senior Business Process Analyst (SME II) to provide strategic program, process, and technical governance support to the Transportation Security Administration (TSA) Business Capabilities Branch. This role focuses on leading the development, optimization, and re-engineering of business processes and IT requirements for TSA's vetting, credentialing, screening, and trusted traveler programs.

The Subject Matter Expert will act as a critical management consultant and liaison between TSA business owners, executive leadership, and IT development teams. In this role, you will champion the Business Requirements Prioritization Process (BRPP), translating complex, high-level operational needs into clear, actionable business architectures and traceable IT requirements. The ideal candidate blends exceptional executive communication skills with deep experience in business process mapping, Agile portfolio management, and federal IT governance frameworks.

The person in this role will be required to be on-site at the designated office location at least one day per week with respective team as assigned by Government lead and additional days as operationally needed, ensuring adequate support for in-person collaboration, meetings, and critical on-site activities. Schedule flexibility is required in the event of an actual emergency the Contracting Officer may direct the contractor to change work hours or locations or institute changes to telework posture.

Key Responsibilities
  • Lead and optimize the Business Requirements Prioritization Process (BRPP) to ensure agency-wide requirements are rigorously evaluated, documented, prioritized, and aligned with TSA leadership strategies.
  • Coordinate, track, and shepherd critical capabilities through federal lifecycle gates, actively managing items across the Funnel, Active, Pipeline, and Backlog phases.
  • Maintain data integrity and artifact quality within the IBM Engineering Workflow Management (EWM) system. Develop automated extracts, configuration tracking protocols, data quality reviews, and executive dashboards.
  • Conduct structured quarterly outreach to senior leadership-including Deputy Assistant Administrators, Division Directors, Branch Managers, and Section Chiefs-to map operational dependencies, resolve systemic issues, and mitigate risk across branches.
  • Collaborate directly with project teams to author, refine, and validate comprehensive business, functional, operational, and data requirements for Vetting & Credentialing Services (VCS) and related systems.
  • Package requirements and build strategic decision materials efficiently to eliminate down-stream bottlenecks, allowing IT Technology Solutions Division (TSD) developers to execute immediately.
  • Maintain absolute end-to-end requirements traceability. Manage complex change control logs, facilitate backlog grooming sessions, and coordinate cross-functional stakeholder approvals.
  • Diagnose programmatic friction points, analyze operational data, and deliver authoritative, objective recommendations leveraging industry-best Business Process Re-engineering (BPR) methodologies.
  • Support the smooth rollout of new IT capabilities by designing stakeholder readiness blueprints, communication toolkits, and post-implementation business value assessments.
  • Author sophisticated written deliverables for diverse government and contractor audiences, including detailed process maps, white papers, formal decision papers, status briefings, and technical manuals.

Qualifications
  • Minimum of a Master's degree combined with a minimum of 12 years of relevant professional experience in business analysis, management consulting, or strategic IT planning.
  • Proven track record providing senior-level subject matter expertise across complex business capabilities, requirements engineering, business process improvement, and IT capability delivery support.
  • Demonstrated experience leading high-impact stakeholder engagement, program/project support, automated reporting, and comprehensive technical documentation within an enterprise or federal environment.
  • Hands-on experience with advanced requirements tracking platforms, with a strong preference for IBM Engineering Workflow Management or similar government-designated workflow management systems.
  • Must be able to successfully pass and maintain TSA Personnel Security suitability determinations.
  • Ability to complete all required annual government training (e.g., TSA On-Line Learning Center modules).

Compensation and Benefits

The estimated compensation range for this position is between $127,149 and $145,099 annually. Actual salary is determined by a variety of factors, including the candidate's specialized skills, certifications, and years of experience.
