About the Opportunity
DMI is seeking a Senior Business Analyst specializing in Business Process Reengineering (BPR) to support the Federal Program. This individual will serve as the expert on how Government programs currently operate, identify where friction and inefficiency exist, and design better future-state processes before any technology solution is specified. The Senior Business Analyst will work directly with Federal stakeholders to ensure that all modernization and enhancement solutions are grounded in operational reality.
Duties and Responsibilities:
- Lead BPR engagements for assigned system workstreams, documenting current-state (As-Is) processes and designing target-state (To-Be) processes using BPMN or swim lane notation
- Facilitate Joint Application Development (JAD) sessions, stakeholder interviews, and requirements workshops with Federal staff
- Conduct gap analysis between As-Is and To-Be process states, identifying process gaps, system capability gaps, and organizational change requirements
- Produce Business Requirements Documents (BRDs), use cases, and process documentation suitable for technical handoff to development teams
- Maintain Requirements Traceability Matrices (RTMs) linking business requirements to system design decisions, development tasks, and test cases
- Review multi-vendor technical design documents for alignment with documented business requirements and submit written feedback to the COR and Program Director within five (5) business days of receipt
- Support change management activities during process transitions, including stakeholder communication, training coordination, and adoption tracking
- Validate that built solutions satisfy original business and technical requirements during UAT, signing off on test scenarios and test results
- Mentor mid-level BAs on documentation standards, BPMN notation, JAD facilitation techniques, and federal requirements management practices.
- Conduct business readiness assessments supporting modernization initiatives.
- Measure operational improvements resulting from implemented process changes.
Qualifications
Education and Years of Experience:
- Bachelor's degree in Business Administration, Information Systems, or a related field required; Master's degree preferred
- Minimum 8 years of business analysis experience with at least 4 years focused on BPR
Required Skills & Certifications:
- Demonstrated BPR experience using BPMN or equivalent process modeling notation
- Proficiency in BRD production, use case development, and requirements traceability matrix management
- Experience facilitating JAD sessions and stakeholder workshops with senior Government staff
- Familiarity with EPLC documentation requirements and federal requirements management standards
- Proficiency in Microsoft Visio or equivalent for process diagramming

Work Arrangement: Hybrid – must work onsite at McLean, VA (1 day remote)
Minimum Salary Rate$95,914.50
Median Salary Rate$105,186.00
