Senior Budget Specialist (Budget Management Analyst 4G)grade
G27 position, in the
Budget Unit.
About the PositionThis is an advanced-level administrative professional within the Office of the State's Attorney of Prince George's County. Work consists of all phases of budgetary development and administration, or management analysis projects. The incumbent is responsible for performing complex budgetary functions/management, analyzing projects. Supports the work of the Budget Director, who serves as the agency liaison to be Office of Management and Budget. Incumbent may supervise subordinates in performing complex budgetary functions/management analyses, projects, and provide technical guidance and training. The incumbent will work with a high degree of independent judgment, action, and initiative, exercised in conjunction with the budgetary goals of the State's Attorney. The incumbent will execute successive work steps, requiring only general assistance or policy guidance from their supervisor, and selects methods and procedures by which to complete their work. Completed work is reviewed and evaluated for accuracy and analytical soundness in relation to established policies and other requirements. Guidelines used in the work take the form of laws, regulations, policies and procedures. Tight and often conflicting deadlines, coordination of work activities with other affected persons and groups, employee application of writing, public speaking, and time management- skills, and the use of sophisticated computer programs and systems to facilitate work completion further characterize the complexity of this class. The impact of properly performed work is realized by the careful and deliberate analyses of and recommendations concerning a variety of often complex issues, the results of which affect other governmental units through decisions made by executive-level management. The Budget Management Analyst 3 is expected to plan and design their work assignments; must understand, interpret and apply broad policies to specific issues, and recommend and provide justification for changes and how such changes should be implemented. The incumbent will exercise sound judgment in the identification and selection of issues, alternatives evaluated, and options recommended. During extended periods each year, the Budget Management Analyst 4 is required to work considerable extended hours.

The State's Attorney's Office (SAO) is responsible for serving nearly one million residents of Prince George's County. The SAO's legal department is divided into multiple divisions, each of which has jurisdiction over different facets of criminal law.
Examples of Work- Leads and participates in performing budgetary, planning, programming, and management analysis projects.
- Discovers, analysis, and reports on issues and problems appropriate to areas of assignment.
- Ensures all required reports are prepared on time and meet the requirements of State, County, and Federal regulations.
- Prepares monthly management variance reports, analyzing year-to-date expenditure and making projections on fiscal year total expenditure; and ad hoc reports, as needed; advises adversary of any operating anomalies immediately.
- Coordinates effective operational relationships between budget, accounts payable/receivable, procurement and data processing functions in support of sound financial management.
- Ensures all financial data is maintained electronically with a backup filing system.
QualificationsMinimum Qualifications Candidates must meet all minimum qualifications listed below to be eligible for additional consideration:
- Bachelor's degree from an accredited college or university in Accounting, Business/Public Management, Finance, Economics, Quantitative Analyses, or closely related field.
- Three (3) year of progressively responsible administrative and budgeting experience; including at least one (1) year in the lead/supervisory role.
An equivalent combination of education, experience and training which provides the required knowledge, skills and abilities
may be considered.
Please note there is
no equivalency for the required supervisory experience.
Preferred QualificationsHighly preferred candidates must meet the criteria below to be considered for additional consideration:
- Five (5) years of progressively responsible experience in budget administration, financial analysis, accounting, grants management, or governmental finance.
- Three (3) years of supervisory experience.
- Experience preparing, monitoring, and analyzing operating budgets.
- Experience preparing financial reports and budget forecasts.
- Experience interpreting and applying fiscal policies, procedures, and regulations.
