Job Description:

The Sr Associate, Procurement (Level 2) is an intermediate procurement professional responsible for planning and implementing activities related to the procurement of materials, goods, and services that support all Military Displays Programs. This role works under moderate supervision, communicates regularly with internal stakeholders and suppliers, and contributes to achieving operational targets and project milestones within the Supply Chain organization.

Essential Functions:
  • Develop and manage RFQ/RFP processes, negotiate agreements, and manage/administer contracts of medium complexity and value for government and commercial programs.
  • Evaluate bids and select suppliers based on price, delivery, quality, and service to obtain the best overall value for L3Harris.
  • Utilize MRP systems, PeopleSoft financial system, Supplier Rating System, and internal portal/applications to execute and manage procurement activity.
  • Interpret and apply FAR/DFAR/ITAR laws, rules, and regulations related to import/export control certifications and licenses to ensure compliance in all purchasing activity.
  • Track all Purchase Orders through reports; work matched exceptions, open commitments, receiving discrepancies, returns, supplier discrepancies, and problem reports/supplier corrective action responses. Interface with receiving, quality, program management, and accounting to resolve issues.
  • Meet established goals, objectives, and performance metrics; solve problems of increased scope and moderate complexity where analysis of situations or data requires a review of a variety of factors.
  • Confer with suppliers to determine factors that affect total cost of ownership, ensuring solutions are consistent with required quality, reliability, and schedule needs. Evaluate root cause and corrective actions with suppliers on late deliveries and performance issues.
  • Build stable working relationships with manufacturing, quality engineering, material management, program office, and other cross-functional partners to understand demand and support early involvement for risk identification and mitigation on critical-path parts.
  • Participate on projects/teams as assigned, contributing to the completion of project milestones and departmental objectives.
  • Ability to obtain a US Security Clearance.


Qualifications:
  • Bachelor's Degree and a minimum of 2 years of prior related experience. Graduate Degree or equivalent with 0 to 2 years of prior related experience. In lieu of a degree, minimum of 6 years of prior related experience.


Preferred Additional Skills:
  • Knowledge of procurement, supply chain, and material management processes.
  • Purchasing experience across various commodities (e.g., electronic components, mechanical hardware, services, or indirect materials).
  • Demonstrated ability to follow through on work assignments and deliver high-quality, accurate work within required timelines.
  • Strong attention to detail and organizational skills, with the ability to manage multiple priorities and deadlines.
  • Excellent verbal and written communication skills, including the ability to explain and interpret operational processes and procedures to internal partners and suppliers.
  • Strong negotiation, problem-solving, and follow-up skills, including experience working through supplier performance issues and corrective actions.
  • Proficiency with PC tools and MS Office, particularly Word and Excel; experience with MRP/ERP systems and PeopleSoft is highly desirable.
