Job Description

As a Senior Advisor, you will work alongside government program leaders in a satellite communications acquisition, development, installation, and sustainment environment to influence and shape the future of DoD satellite communications architecture and emerging capabilities.

You will provide senior-level strategic advice to government leadership on the impacts of DoD policy, law, and regulatory changes; develop recommendations for portfolio planning and execution; and assess Planning, Programming, Budgeting, and Execution (PPBE) impacts. You will translate Presidential, U.S. Air Force (USAF), U.S. Space Force (USSF), and Mission Delta 8 (MD8) priorities and strategic alignments into actionable program requirements.

The Senior Advisor will also work within the Enterprise Task Management Software Solution (ETMS2) to review policy and guidance for impacts to Wideband Satellite Communications (SATCOM) Operational Management System (WSOMS) requirements and program office governance. The position will provide recommendations for implementation across the portfolio and support funding execution, capability roadmaps, gap analysis, modernization, and emerging technology integration.

A significant component of this role will involve supporting the Wideband Gap Analysis and developing recommended WSOMS roadmaps to address identified capability gaps and align future capabilities with operational priorities.
Position Responsibilities

Strategic Advisory and Portfolio Planning:

• Advise senior government program leaders on DoD policy, law, regulatory, and strategic changes affecting the satellite communications portfolio.
• Assess impacts of Presidential, USAF, USSF, and MD8 priorities and translate strategic alignments into program requirements.
• Evaluate Planning, Programming, Budgeting, and Execution (PPBE) impacts and provide recommendations to government leadership.
• Strategize and identify enterprise-level capabilities that cross multiple systems and organizational boundaries.
• Identify opportunities to improve mission effectiveness, operational efficiency, and long-term SATCOM capability development.

WSOMS Architecture and Gap Analysis:

• Evaluate the overall Wideband Satellite Communications Operational Management System (WSOMS) architecture to identify opportunities for increased efficiency and mission effectiveness.
• Support Wideband Gap Analysis activities and develop recommended WSOMS roadmaps for capability gap closure.
• Review policy and guidance within the Enterprise Task Management Software Solution (ETMS2) for impacts to WSOMS requirements and program office governance.
• Develop recommendations for implementation of policy, guidance, and architectural changes across the portfolio.
• Identify opportunities to modernize teleport system synchronization with the Digital Intermediate Frequency (IF) ecosystem.

Operational Requirements and Stakeholder Coordination:

• Coordinate and synergize operational requirements across Combat Forces Command (CFC), SD88, Mission Delta 8 (MD8), and the 53rd Space Operations Squadron (53SOPS).
• Serve as a liaison to the Wideband Global SATCOM (WGS) program office and coordinate resolution of program issues, delays, and operational impacts.
• Coordinate WSOMS System of Systems (SoS) requirements with CFC, MD8, and 53SOPS.
• Identify key SATCOM community stakeholders and understand their requirements, responsibilities, and roles in the implementation, deployment, and execution of SATCOM capabilities.
• Support coordination with international partners and ensure U.S. interests are represented in accordance with established Memorandums of Understanding (MOUs).

Roadmaps, Funding, and Program Analysis:

• Lead and coordinate the development of capability roadmaps, Independent Government Cost Estimates (IGCEs), Unfunded Requirement (UFR) justifications, and impact statements.
• Lead and track Predictive Maintenance (PDM) and Resilient Ground Infrastructure (RGI) funding execution.
• Support identification, justification, and tracking of additional Unfunded Requirements (UFRs).
• Identify and quantify Return on Investment (ROI) for capabilities being delivered.
• Develop metrics and assessments to demonstrate the operational and mission value of delivered capabilities.

Capability Delivery and Modernization:

• Track capability delivery across multiple system releases to ensure WSOMS releases remain aligned with operational readiness priorities.
• Lead and track hardware modernization migration and adoption activities.
• Assess modernization initiatives and track associated Return on Investment (ROI).
• Identify opportunities for Artificial Intelligence (AI) insertion within the WSOMS network.
• Coordinate AI use cases with CFC, MD8, and 53SOPS, including defining, prioritizing, and tracking capability delivery.
• Support the integration of a Common Operating Picture (COOP) for enhanced situational awareness and seamless integration into the System of Systems (SoS).
• Support Near Real-Time Situational Awareness (NRT-SA), including data tagging, data sharing, and integration with international partners.

Qualifications

• 30 years of experience working in a space or satellite communications environment, specifically supporting the Department of Defense in a senior leadership or senior advisory role.
• Strong background in information technology and satellite communications, with working knowledge of Wideband Global SATCOM (WGS).
• Extensive experience working with international partners and representing U.S. interests under established Memorandums of Understanding (MOUs).
• Detailed working knowledge of DoD satellite operations, satellite architectures, and strategic roadmaps supporting future U.S. SATCOM capabilities.
• Demonstrated ability to assess complex SATCOM requirements, identify capability gaps, and develop strategic recommendations and roadmaps.
• Strong understanding of the DoD SATCOM community, including key stakeholders, operational organizations, program offices, and their respective roles and requirements.
• Experience advising senior government leadership on strategic, operational, acquisition, modernization, and technology initiatives.
• Strong understanding of System of Systems (SoS) environments and the integration of capabilities across multiple systems.
• Experience with SATCOM modernization, operational requirements, capability delivery, and emerging technologies such as Artificial Intelligence (AI).
• Excellent strategic, analytical, communication, coordination, and stakeholder management skills.
• Ability to work effectively with senior government leaders, military organizations, program offices, industry partners, and international stakeholders.
• Top Secret Security Clearance is required.
