The Senior Advisor for Financial Strategy and Policies reports to the Deputy Chief Financial Officer (DCFO) and serves the DCFO's principal advisor and is recognized as a technical expert in the execution and implementation of financial strategies and policies. The Senior Advisor for Financial Strategy and Policies is required to keep abreast of the OCFO's financial management issues which may have an impact on current or future missions and provide oversight, data analysis and recommendations for the CFO's programs.
MAJOR DUTIES AND RESPONSIBILITIES- Conducts studies on matters of special and immediate concern to the DCFO in response to Departmental requests, Executive Orders, GAO requests, and Office of Management and Budget directives. Independently establishes parameters for assignments and develops project plans. Assignments involve in-depth analysis of interrelated facts and issues; the identification of different schools of thought; and interpretation of pertinent legislation, historical precedents, and resource implications.
- Provides oversight of audit remediation and monitors remediation progress, addresses program risks and escalated issues, approves Closure Packages for submission to the validating authority, and provides final direction on validation and remediation closure decisions.
- Participates in the success of the Enterprise Risk Management (ERM) program and related projects which encompasses the full range of factors affecting program/project accomplishment:
- Identifying, diagnosing, and consulting on problem areas related to implementation and goal achievement and making decisions on alternative courses of action; provides internal reports on agency's ERM status that contain quantitatively and qualitatively rigorous analysis of key risks including credit, market, liquidity, operational, government and reputational risks as well as to meet external required reports to organizations such as Congress, and other governmental agencies Chief Risk Offices.
- Participates in the agency's operational risk portfolio by monitoring significant and emerging risks, providing strategic direction on risk response and mitigation, and ensuring enterprise operational risks are effectively tracked, reported, and communicated to senior leadership to support informed, risk-based decision-making.
- Gives sound advice on issues, decisions, and actions concerning OCFO's programmatic initiatives, to allow for the assessment of varying impacts and consequences of these decisions, as well as likely consequences of alternative determinations, and proposes optimum solutions to management concerns. Analyzes issues affecting accounting policies and procedures. Develops the formulation, implementation, and evaluation of policies and programs to improve on the execution of policies and standard operating procedures. Assists in the implementation of new initiatives and program enhancements.

QualificationsMANDATORY TECHNICAL QUALIFICATIONS (MTQs): The application process used to recruit for this position is RESUME-ONLY. Applicants must show clear evidence of the Mandatory Technical Qualifications (MTQs) embedded within their resume. The resume-based application must not exceed two (2) pages i.e., one (1) page double-sided or two (2 ) pages one-sided.To meet the minimum qualifications for this position, candidates must possess a minimum of one year of specialized experience at or equivalent to grade level GS-15. Specialized experience is defined as the demonstrated ability to perform the duties of the position, including progressively broad and complex experience directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) below.
MTQ 1: Demonstrated experience in the following areas: budgetary concepts; financial accounting and reporting; internal controls; cost accounting; and financial system implementation and operations in a large organization.
MTQ 2: Demonstrated experience in applying organizational guidance (equivalent to OMB Circular A-123, Management's Responsibility for Internal Control - Revised) to improve program effectiveness and results; establish internal controls; comply with laws, regulations, and organizational policies; and prospective analysis.
There is NO requirement to prepare a narrative statement specifically addressing the Mandatory Technical Qualifications (MTQs).
Time-in-grade requirements do not apply to SL positions. Qualification requirements must be met by the closing date of this announcement.
