Senior Acquisition Management Support Specialist - Lead Service Waveforms

The Marlin Alliance, Inc. is seeking a Senior Acquisition Management Specialist supporting our Department of War (DoW) client. The primary focus of this role is to provide comprehensive acquisition, program management, and strategic support to ensure the successful execution of a Lead Service integration and capability development. The secondary focus will provide subject matter expertise related to integrating system exportability, foreign disclosure, and technology protection principles into the acquisition lifecycle to support international partner engagements and foreign military sales (FMS) regarding NATO, Lead Service waveforms.

Location: San Diego, CA - Hybrid 3 day's/week on-site - NAVWAR
Clearance: Active DoD TS/SCI clearance


Responsibilities:
  • Lifecycle Management: Provide comprehensive acquisition management support to the OSW-CIO Lead Service objectives across all phases of the defense acquisition system.
  • Milestone Tracking & Documentation: Develop, review, and maintain core acquisition documentation. Trace program milestones, manage master schedules, and ensure deliverables meet cost, schedule, and performance objectives/thresholds.
  • Stakeholder Coordination: Facilitate cross-functional coordination between engineering, logistics, contracting, and testing teams to execute OSW-CIO Lead Service strategic objectives.
  • Executive Reporting: Prepare executive-level briefings, white papers, meeting minutes, and respond to rapid data calls from senior leadership, the Services and DoW/IC stakeholders.
  • Assist with the development and refining of the Lead Service Capabilities Database.
  • Assist with the development and refinement of Lead Service Threat Matrix for disparate waveforms (Resiliency/Interoperability).
  • Assist Export Team with FVEY/NATO technology protection reviews and recommendations for DoW-LS developed exports (FMS).
  • Participate in internal/external stakeholder meetings to further Lead Service waveform integration across a common digital mesh.
  • Participate in major test events and field demonstrations in support of Lead Service waveform integration.

Required Qualifications:
  • Bachelor's degree from an accredited four-year college or university.
  • Experience in Program or Project Management.
  • International/NATO export and working relationships experience.
  • Proficiency with the Microsoft Office suite.
  • Experience with Lead Service and non-Lead Service Waveforms.
  • Experience with field demonstrations and after-action reports.
  • Exceptional writing and communication skills.
  • Strong critical and analytical thinking abilities.
  • Leading hybrid - military/civilian/contractor teams
  • USAF/USSF experience.
  • Must have active TS/SCI clearance.

Preferred Qualifications:
  • Experience with DoW acquisition processes.
  • Familiarity with tactical communication systems or Software Defined Radios (SDR).
  • Experience with international partner engagement or foreign disclosure principles.
