Summary

This vacancy is for a GS - 0080 - 13, Security Specialist Port located in the Department of Homeland Security, U.S. Coast Guard, D9 CONTINGENCY PLANNING BRANCH -DXC in CLEVELAND, Ohio.

You will serve as a Security Specialist Port and be responsible for serving as the port security subject matter expert for the Contingency Planning Branch in Cleveland, OH. This senior role commands the district's efforts to enforce Executive Order 10173, the Maritime Transportation Security Act (MTSA) of 2002, and the SAFE Port Act of 2006.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Acting as the administrator for the DHS Maritime Operations Coordination Plan (MOCP)
  • Overseeing actionable goals for port security, intelligence exchange, and layered defense while providing unified guidance to Port Security Specialists district wide
  • Designing, orchestrating, and overseeing comprehensive engagement initiatives, forges strategic alliance with federal, state, local, tribal, and private sector partners
  • Delivering high-level briefings to senior management, fostering cross-agency collaboration and ensuring adaptability
  • Serving as the lead planner for the district security exercises, choreographing complex, all-hazards homeland security drills including an annual Full-Scale Exercise (FSE)

Qualifications

To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

  • Developing, coordinating, or administering maritime security plans, policies, or programs-such as the Maritime Operations Coordination Plan (MOCP) or Area Maritime Security Plan (AMSP)-to ensure compliance with national security policies.
  • Establishing and maintaining partnerships with federal, state, local, Tribal, and private-sector stakeholders to enhance port security, intelligence sharing, and layered defense, including delivering briefings to senior leadership and diverse stakeholder groups.
  • Planning, designing, and executing complex, all-hazards security exercises or drills, such as full-scale exercises (FSEs), to test and validate operational readiness and response plans.
