Job SummaryWithout appreciable supervision, this position is responsible for administering Communications Security (COMSEC) security programs and procedures for classified, documents, and equipment for an assigned area(s).
Responds to a variety of inquiries of complex and diverse scope using a comprehensive knowledge of the National Industrial Security Program and a complete and thorough understanding of established policies, procedures, and practices for safeguarding National Security Information.
Exercises considerable judgment to develop solutions while providing leadership and guidance to employees, supervisors, managers, and contractors on appropriate action(s) to be taken to ensure compliance within the COMSEC program
DUTIES AND RESPONSIBILITIES:- Administer and coordinate all aspects of security activities in accordance with company policies and procedures to ensure compliance with federal security regulations, directives, and manuals for safeguarding National Security Information.
- Establish and maintain liaison with government agencies, external customers, contractors, employees, and managers.
- Plan, develop, and manage specialized COMSEC security programs and procedures for collateral and Special Access Required programs.
- Act as the primary COMSEC Resposnible Officer for incoming and outgoing COMSEC equipment and documents. Develop, implement, and manage Standard Operating Procedures.
- Investigate and review all COMSEC security violations, prepare reports, and recommend specific preventive and corrective action to be taken.
- Enforce visitor control procedures ensuring compliance with the National Industrial Security Program Operating Manual (NISPOM).
- Maintain document control of personnel, COMSEC and combination records.
- Act as security spokesperson to brief/debrief COMSEC user personnel.
- Provide leadership, direction, and training to less experienced staff.
- Respond to day-to-day security needs of the program in the position of COMSEC Responsible Officer.
- Act as alternate COMSEC Manager.
- Maintain the strict confidentiality of sensitive information.
- Responsible for observing all laws, regulations, and other applicable obligations wherever and whenever business is conducted on behalf of the Company.
- Expected to work in a safe manner in accordance with established operating procedures and practices.
- Working on Poway CA site, providing critical COMSEC support and overseeing daily operations for Collateral, SAP, and Sensitive Compartmented Information (SCI) programs.
- Your attention to detail, time management skills, and organizational skills, with proper follow-through will be essential to your success as a COMSEC Responsible Officer.
- Extensive understanding of the NSA CSSM Policy 3-16 or other agency COMSEC doctrine and their associated references will be utilized daily.
- This position requires occasional local travel to other locations and close collaboration with other departments within General Atomics ASI.
- Extensive knowledge working with encryptors and secure voice products
- Submit accurate and timely accounting reports to the NSA Central Office of Records (COR) or another assigned COR.
- Order, ship, receive, and maintain COMSEC equipment and encryption keys.
- Track supersession dates and software upgrades.
- Act as the primary custodian for SAASM equipment
- Familiarity with Information Systems Security Instruction 3006, Operational Security Doctrine for the NAVSTAR Global Positioning System (GPS) Precise Positioning Service (PPS) User Segment Equipment.
- Understanding of Security Approval Requirements for Selective Availability Anti-Spoofing Module (SAASM) Host Application Equipment (HAE) management requirements and Familiarity with GPS Directorate MAAP portal.
- At times You must be able to perform regular moderate lifting (approximately 25 - 40 pounds)
- Attend to additional functions and other duties as assigned or required.

Job Qualifications- Typically requires a Bachelor's degree in Business Administration or a related discipline and ten or more years of professional classified security experience in a corporate or government environment. May substitute equivalent experience in lieu of education.
- Must be able to obtain and maintain Top Secret security clearance; active clearance highly preferred.
- Must have experience with DOD processes and procedures or an equivalent regulatory environment and/or military training.
- Must have an extensive understanding of the NISP, NISPOM, NISPOM SUP, JAFAN, ICD and a thorough knowledge of established policies, procedures, and practices for safeguarding National Security Information. Must possess the ability to identify issues and develop solutions to a variety of complex problems of diverse scope.
- Excellent communication, analytical, computer, and interpersonal skills are required.
- Must be able to effectively interface, influence, and counsel employees, managers, and external contacts; analyze and interpret data; initiate and plan projects; produce appropriate clear, concise and detailed documentation; and, present results to a variety of audiences.
- Must be able to work independently and on a team. Able to work extended hours and travel as required.
- Experience working with DoD and NSA.
- Experience supporting COMSEC activities.
- Experience working in an SAP/SCI environment.
- Experience with COMSEC Accounting, Distributed INFOSEC Accounting System (DIAS) Reporting system
- Experience with troubleshooting COMSEC equipment.
- Experience in the management of Windows based information systems and Microsoft products.
- Experience with SAAASM and GPS products.
