Summary

You will serve as a GG-0080-14 Security Specialist within the NAVAL INTELLIGENCE ACTIVITY, Security and Insider Threat Directorate (N7). As a subject matter expert and Senior Navy Insider Threat Program (InTP) Analyst, you will develop and implement Navy Insider Threat policies, programs, and procedures to prevent, detect, deter, and mitigate threats from insiders that may harm or place at risk Navy personnel, information, or resources.

  • You will serve as the technical expert for multidisciplinary fields such as counterintelligence, security, cybersecurity, human resources, and law enforcement as they pertain to insider threat risk mitigation.
  • You will assess and formulate recommendations and responses for internal and external requests for data, metrics, information, briefings, and executive talking points regarding the Navy Insider Threat Program (InTP).
  • You will develop/implement Office of the Chief of Naval Operations (OPNAV) policies, procedures, and activities as related to the Navy Insider Threat Program.
  • You will analyze key information and evaluate the effectiveness of strategies, courses of action, and solutions needed to address complex, sensitive and multi-faceted issues.
  • You will execute and coordinate the Random Polygraph Program activities designed to counter threats posed by Navy personnel with enhanced (privileged) access to classified and/or sensitive information and information systems.
  • You will apply senior level knowledge of applicable laws and regulations authorizing counterintelligence-scope polygraph examinations to effectively manage and implement the Random Polygraph Program.
  • You will represent OPNAV/Naval Intelligence Activity on working groups and committees at inter-agency forums, conferences and technical exchanges to ensure alignment of program capabilities.

  • Males born after 12-31-59 must be registered for Selective Service.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period.
  • Must be able to obtain the Certified Insider Threat Professional-Fundamentals (CITP-F) or designated successor certification within 2 years of entry on duty.
  • Occasional travel required.


Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GG/GS-13) or pay band in the Federal service or equivalent experience in the private or public sector, such as:

1. Implement and execute an Insider Threat Program; including analysis and development of strategies, plans, policies, and oversight/compliance and preparing/presenting results both orally and in writing.

2. Partner and coordinate with both internal and external entities to achieve program goals, objectives, and requirements.

3. Develop Plan of Actions and Milestones and other tracking tools to coordinate with stakeholders and track progress.

4. Analyze and integrate technical and non-technical data from a variety of sources to assess and advise on program effectiveness, efficiencies, and resourcing requirements.
