Job Description

Position Summary:

HII- Mission Technologies is looking for a Security Cooperation Program Analyst to work in Doral, FL. This role resides in SOUTHCOM and shall provide comprehensive support for strategy, planning, and policy development related to Security Cooperation (SC) in alignment with the National Defense Strategy and SOUTHCOM Campaign Plan. Responsibilities include supporting the Planning, Programming, Budgeting, and Execution (PPBE) cycle, prioritizing and resourcing SC activities, and managing international program logistics. Additionally, the role involves coordinating with stakeholders to develop and execute SC cases, inputting data into management systems, tracking defense articles, and resolving supply discrepancies. This role will support monitoring and evaluation efforts, perform case reviews, and assess SC programs to ensure effectiveness, sustainability, and alignment with strategic objectives.

This is NOT an IT Project Management role

Essential Job Responsibilities

Strategy, Planning, and Policy Support:
  • Develop Security Cooperation (SC) strategies, policies, and guidance aligned with the National Defense Strategy and SOUTHCOM Campaign Plan.
  • Assist with strategic planning, combined exercises, exchanges, conferences, bilateral/multilateral working groups, and key leader engagements.

Resource and Program Management:
  • Support the Planning, Programming, Budgeting, and Execution (PPBE) cycle for SC initiatives.
  • Develop and recommend prioritization and resourcing of SC activities to ensure alignment with strategic guidance.
  • Manage international program logistics, including quota coordination and training requirements.
  • Draft memorandums, policy papers, white papers, and other SC/SA-related documents.

Case and Data Management:
  • Coordinate with stakeholders to develop and execute SC cases within appropriate timelines.
  • Support data entry into management systems and ensure defense articles and services are tracked and delivered timely.

Monitoring, Evaluation, and Assessment:
  • Conduct initial assessments to establish baselines and track progress toward SC initiative outcomes.
  • Evaluate SC programs for effectiveness, sustainability, and supportability.


Minimum REQUIRED Qualifications

  • 10 years relevant experience with Bachelors in related field; 8 years relevant experience with Masters in related field; or High School Diploma or equivalent and 14 years relevant experience.
  • Knowledge of data visualization techniques
  • Clearance- Must possess and maintain a SECRET clearance
  • Experience with gathering, analyzing and presenting the data at the executive level
  • 2+ years of experience with collecting, analyzing, and reporting data to support decision-making
  • Ability to provide executive-level briefings and reports
  • Ability to work independently and manage competing priorities and tasks
  • Experience with Microsoft Office Suite, including Excel, PowerPoint, and Word
  • Experience with the Joint Planning Process and Significant Security Cooperation Initiatives development process


Preferred Requirements

  • Experience using SOCIUM, a cloud-based activity and workflow management tool
  • Experience with Security Cooperation policies
  • Experience in regional security issues, coordinating interagency and international events, supporting international programs, or defense training and education
  • Familiarity with the Joint Planning Process
  • Knowledge of DoD Security Cooperation AM&E Policy and significant security cooperation initiative-centric planning process
  • Ability to provide recommendations on security cooperation process and program improvement
