The Scrum Master on this program will lead Agile delivery across multiple cross-functional teams supporting a Federal enterprise acquisition system modernization, ensuring coordinated execution, risk mitigation, and continuous delivery of working software. This senior role requires a unique combination of Agile expertise, program-level coordination skills, and Federal acquisition domain knowledge to orchestrate delivery across solution development, data migration, and integration workstreams serving 26,000+ users transitioning to a unified Appian-based platform.

Key Responsibilities

• Lead Scrum of Scrums coordination across multiple delivery pods, ensuring cross-team dependencies are identified, sequenced, and resolved using Agile tools such as Azure DevOps or Jira
• Facilitate planning sessions, establishing integrated delivery roadmaps and sprint objectives aligned to contract milestones and government priorities
• Serve as Scrum Master for multiple delivery pods, facilitating Agile ceremonies and coaching teams to higher levels of maturity while removing impediments
• Identify, assess, and escalate program-level risks, issues, and dependencies that impact delivery timelines or quality; maintain program risk register
• Interface with government Product Owners and stakeholders to translate priorities into actionable sprint work and facilitate demonstrations
• Monitor sprint velocity, burndown trends, and team capacity to proactively identify schedule or resource constraints and provide delivery forecasting to leadership
• Implement and track delivery metrics including velocity, cycle time, and defect trends; drive adoption of Agile engineering practices to improve delivery quality
• Mentor less experienced Agile practitioners on Agile principles and Federal delivery best practices

Qualifications
Required

• US citizen with ability to pass Tier 2 background investigation

• Bachelor's degree in relevant field of study
• 5 years of experience in Agile delivery or software development, with at least 3 years as a Scrum Master or Agile Coach supporting Federal government programs
• Strong knowledge of Agile frameworks (Scrum, SAFe, Kanban) and ability to adapt practices to program context
• Experience facilitating Agile ceremonies and coaching teams on Agile principles and practices
• Proficiency with Agile project management tools (Azure DevOps, Jira, Rally, or similar)
• Strong analytical and problem-solving skills for dependency management and risk identification

• Relevant Agile certifications
• 5+ years of experience leading Agile teams or programs, with experience managing multiple teams or Scrum of Scrums coordination
• Knowledge of Federal acquisition lifecycle, contracting processes, or financial management modernizations
• Experience with Appian platform, low-code solutions, or similar enterprise SaaS implementations
• Experience supporting enterprise modernization programs with 1,000+ users or multi-year, multi-phase delivery
• Software development or systems integration background enabling effective collaboration with technical teams
• Understanding of continuous integration, automated testing, and release management practices
• Background in organizational change management and user adoption strategies for complex system implementations
• Ability to analyze delivery metrics, team performance data, and operational trends to drive continuous improvement
