Job Description:
L3Harris' Spectrum Superiority segment is seeking a senior Project Engineer/Chief Engineer responsible for the day-to-day tactical duties for Protected and Hybrid SATCOM programs. Project Engineering will oversee and coordinate the cost/schedule/technical aspects of ongoing engineering projects within the program guidelines set by the Program Manager and customer.
Essential Functions:
May act as Chief Engineer and Architect for the Protected SATCOM portfolio - including technical lead on proposals and business pursuits
Serves as single point-of-contact between engineering project management and planning, engineering project team, and line management
Reviews status of engineering projects and budgets; manages schedules and prepares status reports
Assesses engineering project issues and develops resolutions to meet productivity, quality, and customer-satisfaction goals and objectives
Develops mechanisms for monitoring engineering project progress and for intervention and problem solving with engineering project managers, line managers, and customers
Provides the coordination between resource managers/supervisors and ensures all necessary reviews and approvals are received
May conduct performance/project analyses during phase-down to benefit future/other engineering projects, missions, and programs
Lead design reviews (SRR, PDR, CDR, TRR, etc.)
Availability to travel 10-20% of the time to customer and subcontractor sites in support of technical meetings and verification activities
Qualifications:
An ABET (EAC/CAC) accredited Bachelor's of Science degree in an engineering discipline and a minimum of 12 years of prior relevant experience. Graduate Degree and a minimum of 10 years of prior related experience. In lieu of a degree, minimum of 16 years of prior related experience.
Preferred Additional Skills:
Currently hold a DoW security clearance
Knowledge and experience related to Protected Waveforms and Satellite Communications (PTW, XDR/AEHF, FHSS, DSSS)
Expert in Digital Communications, Modulation Techniques and RF Link Budget Analysis
Experience working with ARSTRAT/Delta-8 for MILSATCOM certifications
Experience working with PLEO Vendors
Experience with the NSA certification process
Expert knowledge in communications systems
Expert knowledge in Systems Engineering lifecycle management
Ability to obtain a DoW security clearance
Implements strategic goals established by leadership on assigned projects
Establishes operational plans for job area with short-term impact on results
Expert in Earned Value Management and cost/schedule estimation
Experience coordinating across multiple engineering functions
