Full Job Description
Celestar, a B&A Company, is seeking a Science & Technology Protection Analyst to support the Defense Advanced Research Projects Agency (DARPA) Program Security Services (PSS) task order. ANTICIPATED AWARD: February/March 2027
ANTICIPATED START: March 2027
PERIOD OF PERFORMANCE: 1 Base Year + 4 Option Years
LOCATION: Arlington, Virginia

Salary Range: $155,000-$210,000 annually

Actual compensation will be based on experience, qualifications, certifications, security clearance, and contract funding. This position is contingent upon contract award.

CLEARANCE REQUIREMENT: Active TS/SCI Clearance, adjudicated within the past five (5) years

Responsibilities:
• Develop, coordinate, and manage program protection strategies for DARPA programs and technology thrust areas.
• Work with Program Managers, SETAs, PSOs, PSRs, and External Relations personnel to identify and maintain Essential Elements of Friendly Information (EEFI).
• Assist with identification of Critical Program Information and critical capabilities.
• Identify vulnerabilities affecting DARPA programs and technology areas.
• Analyze intelligence, counterintelligence, and open-source information to identify threats, susceptibilities, and vulnerabilities.
• Develop and refine program protection analytical methodologies.
• Review publicly available program and organizational information to identify potential inadvertent disclosures.
• Compare indicators of critical information with threat information and recommend mitigation measures.
• Work with CI personnel to develop risk mitigation strategies while considering program cost, schedule, and transition requirements.
• Support horizontal protection activities using the Acquisition Security Database (ASDb).
• Develop program-specific OPSEC plans and associated awareness/training materials.
• Coordinate annual DARPA OPSEC assessments and participate in OPSEC surveys.
• Maintain the overarching DARPA Operations Security Plan.
• Maintain and update the SID S&T Protection Plan Handbook and Program Security Document templates.
• Train program security personnel on DARPA's Technology Decomposition process.

Required Qualifications and Skills (Must Be Reflected on Your Resume):
• A Bachelor's degree with 12 years of qualifying related experience -OR- an Associate's degree with 15 years of qualifying related experience.
• At least 8 years of experience dedicated to DoD or IC S&T/RDT&E programs at all levels of protection.
• Must have completed, or complete within one year of assignment, the following DCSA Interagency OPSEC Support Staff courses:

o Public Release Decisions Course (OPSE 1500).

o OPSEC Analysis and Program Management Course (OPSE 2500).

o OPSEC and Web Risk Assessment Course (OPSE 3500).
• Demonstrated expertise in program protection, OPSEC, threat/vulnerability analysis, and protection of sensitive S&T/RDT&E activities.
