Job Responsibilities
JOB PURPOSE:

Supervises the SCEIS Operations unit of Human Resources. Provides oversight of SCEIS entries and management of all personal transactions, organizational management and the Employee Performance Management Systems (EPMS). Ensuring compliance with established agency, and Comptroller General and State Human Resources guidelines.

JOB DUTIES:
Provides management to the team responsible for entering approved actions i.e., new hires, promotions, demotions, supervisory/location changes, while ensuring compliance with both state regulations and agency guidelines.

Ensures simulations for actions are run after each entry to guarantee the accuracy of the payroll data and prevent issues to include but not limited to under payments or overpayments.

Ensures required paperwork is attached to each action, and that new hire information is processed accurately on or before the prospective hire date.

Manages the maintenance and input of all employee and position information into the South Carolina Enterprise Information System (SCEIS).

Responsible for the input integrity of all information keyed into the system regarding transactions as it pertains to Organizational Management for SCEIS.

Generates and analyzes reports in SCEIS, BEX, and Business Objects for semi-monthly processing ensuring accurate employee compensation confirm the accuracy of the data entered in SCEIS.

Reviews the monthly batch reports and clear all data discrepancies to ensure employees' data is accurate.

Confirms that employees are flagged correctly for applicable actions to include but not limited to, temporary salary adjustment, special assignment pay, overtime indicators (OT), and comp time. Leads research efforts to identify root, discrepancies, and inconsistencies.

Provides guidance and makes recommendations on how to rectify issues.

Provides training and coaching to the SCEIS Operations Team Members.

Develops, maintains and continuously improves the standard operating procedures to ensure consistency.

Spot checks actions to ensure accuracy and payroll deadlines are met.

Verifies previous state service employment for new hires to ensure accuracy of state hire date, annual leave accrual date, continuous state service date, and family medical leave eligibility date.

Ensures SCEIS user roles are assigned promptly and accurately.

Responds to inquiries and requests from managers and external customers i.e., SCEIS, Comptroller General's Office, Division of State Human Resources.

Assists with verification of employment forms.

Assists Human Resources Management as needed with special projects and assignments.

Performs other related job duties as assigned.
Minimum and Additional Requirements
STATE MINIMUM REQUIREMENTS:

A bachelor's degree and relevant human resources experience. A master's degree in human resources management may substitute for the required experience.

ADDITIONAL REQUIREMENTS:

Must have knowledge and ability to interpret state employment laws, agency policies and state regulations.

Ability to exercise judgement and discretion, to maintain communication and work effective with agency employees.

Strong skills in Microsoft office software, to include skilled Excel experience, PowerPoint, and knowledge in the South Carolina Enterprise Information System (SCEIS) is preferred.

Must be able to interpret the SC HR Regulations as they apply to SCEIS transactions.

With limited supervision from the Assistant Human Resources Director, the SCEIS Operations Manager will supervise the SCEIS Operations branch of Human Resources to include employee and position data.

Must adhere to confidentiality as it pertains to employee information.

This position will be responsible for the accuracy of the data entered into and maintained within SCEIS.

This position performs job duties relating to the custody, control, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice, and the employee may have direct and indirect contact with youth within the jurisdiction of the Department of Juvenile Justice. Training applicable to these duties will be provided.

A bachelor's degree with a minimum of three years of SCEIS experience.
