Job Summary
Manages Sampling and Monitoring department activities and personnel to ensure proper selection, installation and use of field sampling and monitoring equipment. Oversees the development, implementation and revisions of standard operating procedures and Quality Assurance Project Plans. Plans and supports day-to-day sampling and monitoring activities to ensure regulatory compliance and completion of projects. Manages activities related to scheduling and conducting industrial wastewater sampling and reporting field data results in support of MSD's Pretreatment Program. Oversees the scheduling, screening and compliance sampling/monitoring for MSD's Water Quality Treatment Centers, Sanitary Sewer Overflows (SSOs), Combined Sewer Overflows (CSOs) and Water Quality Program requirements. Manages activities to ensure proper calibration, maintenance, repair and ordering of sampling and monitoring equipment and materials. Develops Department budget and resource requirements. Ensures sewer overflows are monitored during wet weather events and reports are completely within stipulated timelines. Manages regulatory compliance support for Operations and Engineering Programs.

Essential Job Functions
Manages work to ensure successful completion of all department tasks and projects. Oversees development and completion of employees' personal and team goals. Ensures persons, equipment and routes are assigned to personnel to monitor and report sanitary sewer overflows during wet weather events. Manages activities to complete required daily, weekly and monthly sampling requirements. Coordinates activities related to work schedules and equipment to complete daily scheduled work, special projects and emergency operations. Ensures flow meter related tasks are assigned and completed properly in cooperation with Sampling and Monitoring Supervisor. Reviews technical guidance for installation, use and evaluation of equipment and provides/coordinates technical training and support. Coordinates with Sampling and Monitoring Supervisor to ensure proper equipment utilization and maintenance activities. Monitors materials use to ensure equipment/materials are available for daily work and special projects. Periodically reviews field instrumentation data and performs quality review of data for accuracy and completeness. Develops procedures to ensure chain of custody and compliance documentation are completed accurately and input into appropriate databases in a timely manner. Oversees sampling activities with internal and external laboratories. Ensures proper corrective maintenance and preventive maintenance of all equipment and monitoring systems are conducted to prevent work delays. Directs activities associated with special stream/sewer monitoring projects. Provides oversight and support to ensure proper installation of monitoring and sampling equipment into sewers and other structures. Provides technical support to internal and external customers. Oversees activities to ensure employees follow all safety policies and use proper personal protection. Leads sewer inspections and utilizes sewer leak detection methods to identify sewer line defects/failures for prioritizing infrastructure work and repairs. Evaluates the proficiency of new employees in their designated job functions and monitors employee job progression. Oversees activities related to the collection, transfer, and analysis of data used to generate internal/external reports and graphs. Verifies accuracy of data, reports and correspondence prepared by staff and external sources. Uses databases, mapping systems and other resources to ensure the efficient use of resources in the completion of daily tasks. Makes hiring, discipline and termination recommendations. Delegates work and develops/prioritizes project/initiative work plans. Collects, evaluates and reports technical information to internal and external customers. Supports and coordinates water quality initiatives with the United States Geological Survey, Ohio River Valley Water Sanitation Commission and other outside agencies, as required. Ensures staff compliance with department/organization appropriate records management procedures.

Knowledge, Skills and Abilities Necessary to the Work
Knowledge of sanitary sewer hydraulics, modeling and associated calculations; knowledge of field instrumentation equipment specifications, application, installation, operation, maintenance and requisition; knowledge of general management and supervisory techniques and principles; knowledge of personnel management principles, techniques, laws and policies; skill in oral and written communication; skill in managing multiple priorities; skill in exercising tact and diplomacy; skill in operating a PC and associated Windows environment software (e.g. Microsoft Office Suite); ability to resolve problems; ability to supervise a diverse workforce; ability to train others; ability to exercise judgment and discretion; ability to read blue prints and understand basic construction and equipment layout; ability to work effectively under heavy, unpredictable surges in workload; ability to negotiate; ability to be courteous and helpful under pressure; ability to work outdoors, at night and in all weather conditions; ability to work 24 hour emergency response, various shifts and weekends.

Minimum Requirements
Associate Degree in a technical specialty program or a related field; three or more years of related experience; an equivalent combination of education and experience may be substituted. Must complete a 40-hour Hazardous Waste Operations and Emergency Response (HAZWOPER) course to obtain certification at the Hazardous Material Technician level. The course must be completed within six months of obtaining the position and fulfill requirements established in 29 Code of Federal Regulation (CFR) 1910.120. Two or more years of supervisory experience required. Must possess a valid driver's license. Must have safe work and driving habits.

Group Disability/Life Insurance Benefits
Salary Continuation (exempt version of Short Term Disability)
From the first day of your employment, this plan provides you 100% of your salary for up to six (6) months of continuous absence due to a single illness or injury. Coverage is effective from the first day of employment. Benefits begin the first day of disability, if hospitalized as an in-patient or for 24 hours, and on the fifth day under a doctor's care if not hospitalized. Employees can draw up to 26 weeks of disability benefits in a rolling twelve (12) month period.
Long-Term Disability (LTD)
MSD offers an LTD plan which provides a replacement income of 66 2/3% of your insured pre-disability earnings in the event of an illness or injury that keeps a plan participant from work for more than six months. There is a six- month eligibility waiting period. When eligible, coverage is effective after a 180-day elimination period and is payable up to age 65.
AETNA Personal Accident Plan

The Aetna Accident Plan helps to fill financial gaps caused by expenses related to an injury caused by a covered accident. Cash benefits are paid directly to you, no matter what is covered by your medical plan or any other insurance. Benefits are paid for initial and follow-up care, medical imaging, X-rays, dislocations, fractures, physical therapy and more. Benefits can be used to pay expenses like coinsurance, deductibles, or everyday expenses like your mortgage, childcare, or groceries. It's up to you. Premiums are the responsibility of the employee and payroll deducted. Coverage is effective 30 days after date of hire.

AETNA Critical Illness Plan

The Aetna Critical Illness Plan can help you protect your finances if you are diagnosed with a covered serious condition. The plan pays cash benefits to you if you are diagnosed with a heart attack, stroke, end stage renal failure, invasive cancer and more. Basic/Supplemental Life Insurance

Basic Life & AD&D insurance is provided at no cost to the employees. The life amount is one times your annual salary to a maximum of $350,000. Additional life insurance coverage, including dependent life is offered with the employee paying the premium cost. Special features include beneficiary resource services and waiver of premium. Coverage is effective 30 days after date of hire.

Retirement:
County Employees Retirement System (CERS) - also referred to as Kentucky Public Pensions Authority
All employees participate in the CERS after one year of service. This one-year service requirement is waived in the event you have previously participated in CERS or one of the other Kentucky Public Pensions Authority (KPPA) programs (this rule applies for Tier 1, Tier 2 and Tier 3 members). The plan is funded by joint contributions made by MSD and the employee. First time enrolling plan members are required to contribute 6% of his/her gross salary through payroll deductions and MSD is required to contribute at an actuarially determined rate. Both MSD and employee contributions are set by the legislature and are subject to state legislative changes. Vesting is achieved after 5 years of participation for Tier 3 members.
Employee savings plans (401(k)) and 457

MSD makes it easy for employees to plan for their retirement by offering a savings program that allows employees to accumulate savings through individual before-tax payroll contributions. MSD does not contribute any matching funds to either of the above plans. MSD's financial involvement is assisting in the administration of both plans. Employees are eligible to participate in this plan from the first day of employment.
Mission Square Retirement (formerly ICMA-RC) and Kentucky Deferred Comp IRAs

Mission Square Retirement and the Kentucky Public Employees Deferred Compensation Authority both offer Traditional and Roth IRAs to MSD employees through individual payroll contributions. The Traditional IRA allows you to defer taxes on your earnings until they are withdrawn. Roth contributions and earnings are tax free if withdrawn after five years and after age 59 ½ or for a qualified purpose. Employees are eligible to participate in this plan from the first day of employment.
Paid Time Away From Work:
Holidays
An annual schedule of MSD's twelve (12) paid holidays is posted each January. (Refer to Policies and Benefits Manual for complete listing.) Employees who are employed as of January 1 will receive two (2) floating holidays (floating holidays are included in the 12 paid holidays number) for that year. Employees are eligible for holiday pay from the first day of employment.

Vacation
Vacation hours are accrued proportionately on a weekly basis beginning with the employee's date of hire. Accrued vacation hours are available to the employee as they are accrued. Employees may request vacation time in accordance with current guidelines. The maximum amount of accrued vacation is 320 hours.

MSD offers two flexible spending accounts that allow employees to pay for certain dependent day care and health care expenses with pre-tax earnings. The dependent day care account may be used to pay for child care providers, day care facilities and certain other expenses related to the care of an employee's dependent children while he or she is at work. It may also be used to pay for care provided to an individual with a physical or mental handicap who is the employee's dependent, regardless of age. The health care account may be used to pay for IRS-allowable medical, dental, or vision expenses that are not covered by a health insurance policy.
