Annual Salary Range:$105,997.33 - $ 137,173.01 Your Specific Responsibilities:Supervises employees by communicating regularly, motivating, training, evaluating, planning and directing employees work. Motivates and evaluates employees on the performance of their duties. Develops procedural and technical training. Participates in applicant selection and hiring process. Provides employee orientation, training, counseling and disciplinary actions and prepares employee performance evaluations. Performs supervisory and management roles related to highly technical work in Roadway Design production, including Roadway and Traffic plans production, project management, value engineering, quality control, plans review, and scope development. Supervises the assigned Roadway Design staff and is engaged in the preparation and review of roadway design contract plans, contract documentation and computations to ensure that these documents are produced in compliance with current criteria, safety standards, economic feasibility and sound engineering judgment. Supervises the assembly of roadway design plans, signing and pavement marking plans, signalization plans, lighting plans, No Passing Zone studies, and typical section packages, scopes of work, design exceptions and variations, Intelligent Transportation System (ITS), and utility conflict reports to be used in phase reviews and other submittals on designated projects. Supervises personnel involved in quality control, value engineering, consultant acquisition, drafting/plans preparation support and scope development.
Oversees the preparation of highly complex roadway design projects requiring determination of geometric design, traffic analysis, plan quantity calculations, cost analysis, pavement design, and interpretation of engineering policy, overall plans preparation and project management. Oversees the development of special designs as required for intersections, maintenance of traffic, profile grades and other roadway design components. Oversees the preparation and evaluates technical engineering reports, pavement design packages, typical section packages and design variations/exceptions. Performs Quality Control reviews of in-house roadway design projects to ensure that the project is adequately engineered and follows Plans Preparation Manual procedures, State and Federal design criteria standards and policies. Ensures that quality assurance, quality check (QA/QC) processes have been followed for projects.
Signs and seals contract plans and technical engineering reports, pavement design packages, typical section packages and design variations/exceptions as needed. Attends public meetings, presentations and hearings as needed and performs presentations as required. Assists in field reviews and field evaluation, data collection, and customer service request documentation.
Develops and monitors production schedules to ensure timely completion of plans, and establishes and tracks quality control measures within the section in support of Design's business plan activities. Updates production manpower and project schedules in keeping with overall work program goals for all projects within section. Coordinates and assists in various phases of work between disciplines (Right of Way, Testing Lab, Traffic Operations, Planning, Drainage, etc.) to maintain scheduled production and letting dates. Monitors projects costs and perform updates to assure conformance with the Department's work program. Obtains necessary project information from other departments, agencies, individuals, etc., to minimize project delays. Schedules meetings, facilitates consensus building and ensures success by careful proactive communication with all affected.
Provides professional technical engineering knowledge, support, and direction to design engineers and technicians. Reviews and approves roadway plans and documents prepared by other design engineers and technicians. Evaluates design changes proposed by contractors. Provides technical expertise and support to Design, Construction, Maintenance, Local Agency Program (LAP) reviews, Eminent Domain and other units to meet Department needs and goals. Serves on Technical Review Committee (TRC) in consultant acquisition and Technical Advisory Group (TAG) for consultant design bid build, design/build projects, and alternative contracting. Assists in the development of scope of services and staff hours negotiations. Manages consultant services on internal design projects. Represents District Roadway Design Engineer concerning design section related issues as needed and provides guidance.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:Knowledge of:- Knowledge of concepts, terminologies, design principles and analytical techniques of highway design.
- Knowledge of computer aided drafting and design (CADD) tools and automated office products.
- Knowledge of project engineering, scheduling, planning, supervision, and assigning and prioritizing work assignments.
- Knowledge of management, supervisory, and leadership principles and practices.
- Knowledge of and skilled in interpretation of roadway design standards, specifications and criteria established or adopted by Florida Department of Transportation.
Skills in:- Skilled in communicating technical information verbally and in writing.
- Skilled in the engineering process for design and production of roadway plans.

Licensure/Registration/Certification Requirements:- Registration as a Professional Engineer, in accordance with Chapter 471, Florida Statutes.
