Description

As the Risk Liability Program Manager, you will play a pivotal role in administering the City's self-insured property and liability program and the City's insurance program. Additionally, you will have the opportunity for independent decisionmaking and progressively increasing claim settlement authority, directly impacting the City's risk management strategies.

The ideal candidate for this role will possess professional experience in risk management, including providing expert guidance and consultation, overseeing the claims handling process, conducting claim investigations, and resolving property and liability claims.
  • Risk certifications including CRP, ARM, CPCU, INS, RMP are helpful.
  • Experience with the Origami Risk Management Information System (RMIS), or other RMIS's is preferred but not required.

Essential Functions
1. Administers the City's self-insured property and liability program and the City's insurance program.

2. Provides professional advice, strategic direction, and consultation to managers, supervisors, and employees regarding liability matters, potential incidents, contract risk transfer language, claims, litigation, Certificates of Insurance, federal and state laws, policies, and guidelines.

3. Identifies, develops, implements, and reviews risk management programs to avert or limit serious impact on the City's financial structure from unplanned or uncontrolled losses.

4. Administers the property and liability claim program which includes the investigation and evaluation of claims, determining any risk transfer strategies, and appropriate settlement action; negotiates with the claimant or the claimant's attorney in settling claims within prescribed guidelines.

5. Manages the procurement of property and liability insurance by consulting with internal departments, completing renewal applications, evaluating coverage for each line of insurance, processing binders, and evaluating final insurance policies.

6. Identifies training and development needs through consultation with directors, managers, employees, and loss control initiatives.

7. Provides direction to brokers, attorneys, consultants, and vendors with regard to claims management, City insurance program, and RIMS.

8. Oversees and participates in performing market cost/benefit analysis; prepares and reviews requests for proposal (RFPs), bid specifications and agreements.

9. Develops, monitors, and implements program policies and procedures; ensures conformance of program operations to standards and regulations. Meets with directors, managers, insurance and liability concerns, which relate to Risk Management.

10. Conducts and supervises extensive field investigations and assists departments with such investigations; Participates in the inspection and review of City operations and facilities; assesses risks; recommends appropriate corrective action.

11. Provides leadership and/or participates in day or evening meetings (small and large groups; local or regional) for the purpose of learning about and/or presenting information; or facilitating discussion and/or resolving complex, technical and professional risk issues

12. Provides advice, knowledge and expertise in litigation cases to include depositions, testifying at hearings and settlement negotiations.

13. Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors

Bachelor's degree in human resource management, public or business administration, risk management or related field and four years of progressively responsible professional experience in Risk Management and one year of experience overseeing a specialized Risk Management program.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

  • Research techniques, methods, and procedures
  • Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets (Excel), and databases
  • Advanced principles, methods, and techniques of assigned area of responsibility

  • Pertinent federal, state, and local laws, codes, and regulations
