Job Description
Performs advanced analytical and technical work to support revenue collection operations, business systems, process improvement, and data-driven decision making. Work involves analysis of collection processes and use of database and reporting software; does related work as required. Work is performed independently within established policies and procedures, with general supervision and direction provided as needed.

The hiring range for this position is $64,396.80 to $88,545.60 annually based on experience.
The full salary range for this position is $64,396.80 to $112,694.40 annually to provide opportunity for growth and development.
Examples of Duties

  • Reviews data, processes, reports, and system outputs for accuracy, identifies and resolves errors before they affect operations or the public;
  • Manages automated processes including creating, uploading, and downloading files to and from state agencies or vendors;
  • Develops procedures and workflows to meet tax collection and compliance standards, and documents and implements those workflows;
  • Serves as a departmental SharePoint and Microsoft 365 resource, supporting solution design, testing, implementation, and maintenance;
  • Leads and supports efforts to analyze user needs to determine functional and cross-functional requirements;
  • Provides end-user support on collection practices, policies, and business systems used therein;
  • Monitors regulatory bulletins and other sources of information related to tax revenue collection;
  • Works directly with department staff to align business processes with information systems;
  • Compiles process manuals, training documents, and other documentation to enhance staff;
  • Assists with the implementation, testing, and training of all new software and software upgrades;
  • Facilitates testing of new or enhanced software, documents results, and recommends solutions;
  • Coordinates with support staff, users, and vendors to develop and maintain compliance, functional area, and business process models;
  • Develops and maintains recurring and ad hoc reports and statistical data to support internal operations, management, audits, and external reporting requirements;
  • Reports, tracks, and communicates status on issues and recommendations using established reporting procedures;
  • Assists employees with main job functions as needed;
  • Performs other related duties as required.

Knowledge, Skills and Abilities

  • Knowledge of, or ability to learn and apply the principles and practices of collecting local tax debts and other county fees;
  • Knowledge and skills in the use of database structures and reporting software including Crystal Reports, MS SQL, SSRS, MS Access, and Excel;
  • Working knowledge of SharePoint to develop and maintain departmental solutions;
  • Skilled in the use of computers and Windows software packages;
  • Exceptional attention to detail with the ability to identify discrepancies, communicate concerns clearly, and take timely corrective action;
  • Strong organizational and forward-thinking skills with the ability to anticipate future needs, resulting impacts, and potential issues;
  • Ability to clearly communicate complex information, findings, risks, and recommendations verbally and in writing;
  • Ability to interpret and apply municipal and state laws and ordinances relating to taxation and collections;
  • Ability to establish and maintain effective working relationships with supervisors, associates, vendors and the public.

Education and Experience
Any combination of education and experience equivalent to a bachelor's degree with major course work in data analytics, information systems, mathematics, economics, statistics, project management or a related field. Demonstrated experience working with database structures, data management, data querying, data extraction and manipulation, and reporting software. Three years of relevant experience in data analysis, business systems, process improvement, revenue operations, or collections. Experience with Microsoft Power Automate and Power Apps preferred. Local government experience is desirable.
