The Air Force Civilian Service (AFCS) is looking for a full time Resource Advisor, GG-0560-11 at Fort Meade, Maryland.
Base Salary Range: $85,447 - $111,087
up to 20% telework possible
The primary purpose of this position is: To serve as a budget analyst who is fully responsible for the overall technical aspects of the 341 COS budget, cost and management of resources for specific programs and appropriations.
p>Depending on the type of position (competitive/excepted) you are selected for; you will be required to serve a 1-year probationary period OR 2-year trial period. Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
(NOTE: Typically, the 1-year probationary period is for Competitive Jobs, and 2-year trail period is for Excepted Jobs.)
This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V3007.

Qualifications/Requirements:
U.S. Citizenships Required.
This is a designated Drug Testing Position.
Must be able to obtain and retain a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
Eligibility for cleared access to National Security Agency facilities and systems is a condition of employment.
Employee will be subject to psychological screening/polygraph testing as an inherent primary requirement of their position.
This is a Financial Management Level 2 Certified position IAW the National defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
Knowledge of organizational level budgetary and cost methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute the budget for assigned budget accounts to include the Defense Travel System and the Government Charge Card Program and Government Purchase Card Program.
Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to installation programs/organizations.
Skill in the application of methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding.
Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
Position subject to Public Law 88-289, section 302(a) for access to National Security Agency (NSA)/Cryptologic Support Services (CSS) facilities, systems, and sensitive cryptologic information.
