Job Summary This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework. This position supervises a staff team in the Research and Data Analysis section of the Healthcare Research and Quality (HRQ) Division. The section conducts research and analysis, using the DHS data warehouse and employing current research and evaluation methods and software, to provide the services and cost information needed to develop and inform the administration of Minnesota Health Care Programs (MHCP).
The incumbent will be responsible for supervising and guiding research in the form of reports, papers, analysis and data runs to support health care coverage policy decisions, inform payment models, legislative proposals and initiatives, measure program and policy impacts, monitor health care quality, meet federal and state reporting and monitoring requirements and conduct ongoing performance measurement.

Qualifications Minimum Qualifications Demonstrated leadership experience*
*Leadership experience can include:
- Experience as a supervisor, leadworker, team lead, project lead;
- Completion of a State of Minnesota leadership program (e.g. ELI, L4);
- A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
- 1+ year of experience identifying issues, goals and strategic actions
- 100+ hours per year time commitment
AND Four (4) years professional research and data analysis experience demonstrating the following: - Extensive knowledge of and demonstrated experience in research methodology, survey research techniques, complex statistical analysis, project management, technical and non-technical report writing, oral presentation of research results, and data collection, cleaning, manipulation and interpretation.
- Experience with analytical software tools such as SAS, SQL, Tableau or equivalent.
- Experience working with a team of researchers and/or data staff preferably in the health or social sciences field.
- Demonstrated knowledge of data warehouse use, as well as using large, complex and relational data sets for analysis.
- Understanding of the overall health care delivery system, Minnesota's public health care programs, and the federal Medicaid program.
- Excellent communication skills. Extensive experience with written and oral presentations of data and research and synthesis of findings to inform public policy.
Preferred Qualifications - Advanced degree (Masters or Doctorate) in health care administration, health services research, social sciences or a related field.
- Knowledge of quality improvement processes and techniques
- Research experience using health insurance claims data.
- Experience creating plans, as well as identifying and analyzing data to measure improvement or evaluate successes.
- Demonstrated ability to facilitate conversations and actions to build consensus even at times where stakeholders may have conflicting interests.
- Ability to prioritize projects and initiatives by aligning people and resources to meet the needs and strategies of the organization.
- Demonstrated skill in working with various cultures and building bridges across various communication styles.
- Variety of experiences working with and communicating effectively with others from different backgrounds and cultures.
