Role Overview: The Requirements/Traceability Lead is a full-time position responsible for the integrity of the project's compliance baseline throughout the implementation and operation of the Microsoft Dynamics 365 Case Management System. This role ensures that every technical design, configuration item, work item, and test case traces directly back to the contractual and technical requirements identified in the Requirements Traceability Matrix (RTM). Initial review, evaluation and validation of the existing RTM will be part of the initial tasks needed. Core Responsibilities:
RTM Management: Own and maintain the master RTM, managing all traced items including data elements, metrics, security, API connections, and contractual obligations.
Develop Quality and Risk Management Plans: assist in the establishment and compliance with the contract policies, procedures, and standards.
End-to-End Mapping: Maintain current links that connect high-level requirements to specific technical designs, backlog items, configuration/code, and test cases.
Evidence-Based Acceptance: Ensure that no requirement is marked as "Closed" without objective evidence of completion that passes identified exit criteria. Root cause analysis when deficiencies are identified.
Release Governance: Provide the essential "Completeness Check" for each phases exit gate, ensuring that all work products delivered align with the compliance baseline.
RAID Integration: Work closely with the Project Manager to log any missing specifications or requirement conflicts in the RAID (Risk, Assumptions, Issues and Dependencies) structure, identifying the impact on specific work packages.
Stakeholder Coordination: Collaborate with the team to ensure that "requirements-first" design principles are followed across all workstreams.
Required Skills and Experience: 7+ years of experience
Education: Bachelor's degree in Business Administration, Information Technology, or a related field.
Requirements Expertise: Proven experience managing complex RTMs for large-scale ERP or CRM implementations, preferably within a federal or high-compliance context.
Technical Literacy: Familiarity with Dynamics 365, Power Platform, and Azure Integration Services to effectively map requirements to "configuration-first" solutions.
Compliance Knowledge: Understanding of traceability requirements for sensitive data environments, including NIST SP 800-53 security controls and CUI (Controlled Unclassified Information) standards.
Analytical Rigor: Ability to maintain meticulous records and verify "objective evidence" for a high volume of work products (61+ distinct artifacts) under an aggressive 120-day timeline.
Implementation Milestones & Success Criteria:
Mobilization: Successful establishment of the RTM and backlog baseline by Day 20.
Functional Delivery: Continuous validation of all automations, data elements, and metrics against the RTM.
Final Transition-In: Production of a final reconciliation report and completion notice by the transition deadline, proving all cases are accounted for and all requirements are met.
Audit Readiness: Delivery of a handoff package that includes a fully versioned configuration-item inventory and traceability history
