This position has a typical 2026 salary range of $76,463 - $118,204 (without locality).
Qualifications/Requirements:
• The primary purpose of this position is to serve as a Requirements Specialist; the incumbent will actively manage, plan, develop, implement, schedule, and administer contracting officer representative duties for assigned higher headquarters (AFIMSC) and Air Force Civil Engineer Center (AFCEC) enterprise-wide contract initiatives; serve as the Civil Engineer (CE) functional awards program manager for higher headquarters (HAF/A4C and AFIMSC); serve as the AFCEC-wide awards program; and serve as program manager for the Civilian Developmental Education (CDE) program on behalf of the AFIMSC Senior Center Functional Authority (SCFA) for both the Air Force CE and Science and Engineering (S&E) Career Fields. Additionally, the incumbent will provide organization leadership with objectively based information for making decisions on the human capital management, administrative and programmatic aspects of center operations and management by overseeing a wide variety of assignments concerned with evaluating, analyzing, and reviewing the effectiveness and efficiency of programs and operations related to commander activities, civilian development, AcqDemo and employee recognition. This position reports directly to the Mission Support Branch Chief (CBMD), Mission Sustainment Division Chief (CBM), Business Information Systems and Mission Support Directorate (CB) and functionally to AFIMSC/CA.

• Work may require travel away from the normal duty station on military and commercial aircraft.
• May be required to work irregular duty hours including evenings, weekends, and/or holidays on occasion.
• This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206).
RECRUITMENT KNOWLEDGES, SKILLS, AND ABILITIES (KSA):
• Knowledge of the capabilities, products, and organization of AFCEC in order to provide customers (Air Staff, Major Commands, Joint Commands, AFIMSC, Installations) responsive, flexible and the full spectrum of administrative support and services for assigned functional areas.
• Knowledge of organizational management, governance, contract management, awards program management, CDE program management, human resources management, information management, security, CE, workflow and strategic engagement programs.
• Knowledge of Planning Programming Budgeting and Execution (PPBE); Installation, AFIMSC, Major Command, Joint Command, and Air Staff financial systems and restrictions on expenditure of funds; and standard contracting regulations, practices, and procedures.
• Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of Services programs and the resolution of problems.
• Knowledge of safety and security regulations, practices, and procedures.

• OPM Qualifications for 0301 Series: Education and Experience Requirements:
EDUCATION: Master's degree in economics, statistics, mathematics, applied sciences, law, or other fields related to the position qualifying for NH-02 (equivalent to GS-11) research positions. Total undergraduate and graduate study must have included at least 9 semester hours in mathematics and statistics and 9 semester hours in economics. Degree work must have included independent study or research in regulatory impact. Theory courses, without independent study or research, are not sufficient to demonstrate ability to perform at the NH-02 (GS-09/11 level).
OR
EXPERIENCE: That demonstrated knowledge, skill, and technical competence in the use of statistical and mathematical theories applicable to regulatory impact, policy analysis, professional methods of scientific inquiry and analysis in the solution of problems in determining economic and other impact on regulatory programs. Such experience must have involved extensive inquiry into or use of basic data; structuring of problems for systematic analysis; adaptation or development of scientific techniques; construction and use of analytical or mathematical models; formulation of recommendations for action; or planning, monitoring, or directing the above activities. Candidates for positions at NH-03 (equivalent to GS-12/13) and above must have had 1 year of specialized experience equivalent to at least the next lower grade level.
