BASIC QUALIFICATIONS:
High School Diploma or GED required. The Requirements Specialist position requires a wide range of knowledge and experience in the acquisition of goods, materials, and services necessary for the construction and maintenance of school facilities. Candidate should have a minimum of five years experience to provide extensive understanding of mechanical equipment related to HVAC. Knowledge of the state regulations surrounding acquisition of goods, materials, and services desired. Proficiency required in Microsoft Office applications.

BASIC FUNCTION/NATURE OF WORK:
The Requirements Specialist assists the Office of Facilities Services with development, supplier negotiation, and management of department-specific contracts through the procurement of goods, materials and services. This position will work closely with the Office of Financial Services in the preparation of relevant purchasing documents and procurement while working within delegated purchasing authority. Work is performed with considerable independence.
DUTIES & RESPONSIBILITIES/ILLUSTRATIVE EX OF WORK:
Works collaboratively with all stakeholders in providing a World-Class Education. Models excellent organizational skills and attention to detail. Coordinates with all levels of staff to gather, analyze, summarize, and prepare recommendations on sourcing strategies, practices and procedures. Provides departmental oversight of long-term contracts including, but not limited to, facilities equipment and services, rentals and shop supplies. Assists in establishing parts specifications for use in bid awards/parts purchases. Develops technical specifications for goods, materials, and services in order to maximize acquisition cost savings. Provides customer service support and problem resolution. Assists in the timely return of defective parts under warranty for reimbursement. Monitors vendor performance to ensure cost, quality and service levels and makes recommendations when necessary. Provides assistance in procurement for high-value areas. Works to develop contracts with outside vendors based on Office of Facilities Services needs; coordinates all such activities with the Office of Financial Services. Maintains contract database to ensure the development and usage of standard language. Utilizes existing contracts from other jurisdictional entities as part of procurement strategy. Works with Facilities Services staff to identify areas in need of stable contracts. Records appropriate documentation regarding all purchasing information. Prepares and distributes reports and statistical data to facilitate planning and maintenance of accurate contract records and files. Works efficiently in a schedule-driven environment. Completes other duties as assigned.
SALARY:
Hiring Range: $35.42 - $56.71/hour ($66,410 - $106,340/year)
