Requirements Manager to function as a Systems Engineer and Technical Advisor (SETA) in support of a U.S. Government customer in Chantilly, VA. This critical role focuses on defining and refining
business requirements to ensure they are accurately translated into actionable deliverables for Agile software development initiatives.
In this role, the Requirements Manager (RM) will collaborate with stakeholders, developers, and Product Owners to define and prioritize needs for the ServiceNow platform and related tools. The RM ensures that all requests for enhancements, new functionality, or platform capabilities are consistently evaluated, prioritized, and aligned with organizational goals.
Candidates with
ServiceNow platform experience are encouraged to apply, though proficiency in
Agile principles (particularly
SAFe) and proven experience in requirements management for Agile Development teams is equally valued. The ability to coordinate collaborative efforts and maintain high-quality documentation and traceability throughout the requirements lifecycle will be critical for success.
Key ResponsibilitiesBusiness Requirements Elicitation and Management- Engage independently with various stakeholders, including developers, peer organizations, and end users to gather business requirements for software development efforts.
- Evaluate requests for completeness by identifying key problem statements, business value propositions, use cases, scope, and other supporting details.
- Facilitate requirements review sessions and working groups with stakeholders to validate requirements, resolve conflicts, and establish consensus on priorities and delivery sequencing.
- Manage and prepare inputs for government acceptance, ensuring that records have appropriate documentation, technical assessments, priority assignments, and relevant decision-making factors.
- Trace requirements from initial requests through analysis, prioritization for Agile Program Increments, and final delivery in production.
Collaboration and Communication- Act as the single point of contact for all requirements-related interactions between stakeholders and development teams.
- Engage non-technical and technical audiences in collaborative discussions to align on goals, vision, and prioritization.
- Maintain and manage the requirements backlog, ensuring that user stories are actionable, clear, and technically feasible for Agile Program Increment (PI) planning.
- Partner with Product Owners, Scrum Masters, and Agile teams during Agile ceremonies, refining and prioritizing work for upcoming development cycles.
- Proactively identify and communicate risks, gaps, or potential issues regarding requirements progression to leadership and other stakeholders.
Process and Change Management- Serve as a steward of the Requirements Management Process, continually working to refine, optimize, and document updates to the process for greater effectiveness and efficiency.
- Standardize and document process improvements that help bridge the gap between high-level ideas and real-world implementation in software development.
- Support the Change Management process by evaluating the scope and impact of requirement changes, ensuring seamless coordination across related teams and stakeholders.
- Promote adherence to SAFe principles and Agile best practices throughout planning, development, and delivery cycles.
Qualifications Qualifications:- Bachelor's degree in a STEM discipline with 5+ years of experience in Requirements Management and Agile implementation. Alternatively:
- Master's degree with 3+ years of experience; OR
- 10+ years of demonstrated professional experience in lieu of a degree.
- Familiarity with ServiceNow functionalities and platform capabilities as they relate to IT service management and business process automation.
- Strong communication and organizational skills, with demonstrated ability to engage stakeholders from non-technical and technical audiences (e.g., requestors, developers, Platform Owners, Product Owners).
- 5+ years of experience working in a SETA or related technical advisory/support role, particularly in government programs.
- Familiarity with Agile methodologies (e.g., Scrum, SAFe) and backlog management techniques.
- Active TS/SCI with current poly required to start and must be maintained.
Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
