Job Description

We are currently seeking a Remote Senior Acquisition/Financial Management Product Consultant. The incumbent will be responsible for all external DoD activities for NAVAIR Acquisition Management System (AMS) Common Spend Plan Management (CSPT) tool implementation and training. The position may require minimal travel for both classroom and one on one higher level training events. Incumbent will be responsible for full integration of the AMS CSPT tool, which will include both the education of senior leadership in how to the use and manage with visualizations/reports as well as educating them on all the lessons learned in the NAVAIR implementation. The incumbent will be responsible to interface with other services/agencies senior leadership on AMS CSPT implementation and communicate those needs directly to senior leadership. They will serve as the interface between NAVAIR leadership and other service/agency customers.

Additionally, they will be responsible for developing and conducting technical end-user training programs on behalf of a government customer. The candidate will determine training objectives, develop high-quality training materials, and provide varied format end-user training sessions. The audience will include people with a wide range of computer skills and educational levels that vary in size from just a few people in a private setting, to symposium size audiences. The Senior Acquisition/Financial Management Product Consultant will interface regularly with technical SME's (e.g., developers, web designers, system administrators, and application experts). The candidate needs to possess strong communication skills and be able to work independently. This is a remote work position; however, employees must be able and willing to travel and provide in-office or on-site support as required by customer requirements, project demands, or business needs.

Duties:

Product Implementation and Interface:
  • Coordinate new customer AMS CSPT Implementation.
  • Develop Implementation schedules.
  • Coordinate the customization of new Command interfaces requirements

Training responsibilities may include:

Course Development:
  • Develop high-quality training plans and course schedules.
  • Develop well-structured and effective training sessions supporting localized and distance learning.
  • Deliver training programs / modules with adherence to a prearranged training plan.
  • Develop high-quality training support materials (handouts, outlines, agendas, syllabi, et. al.)

End-User Training:
  • Deliver in-depth technical end-user training utilizing various formats to include conventional instructor led demonstration; computer lab-based; distance/virtual formats; and 1 on 1 individual session.
  • Incorporate motivating, creative, and interactive training techniques.
  • Ensure new training methodologies and conventions are incorporated into training approach based on trainee feedback.

Training Materials:
  • Collaborate directly with technical subject matter experts, as well as the government customer to obtain detailed and accurate information to develop high-quality training support materials.
  • Actively participate in the enforcement Configuration and Change Management of developed training materials.
  • Support the development of end-user application guides and supporting materials compliant with style, structure, and content rules and guidelines.

Desired Skills:
  • Retired O6 (or equivalent), Business & Financial Management experience.
  • DAWIA Level III in Financial Management.
  • Minimum of 10 years of financial management experience.
  • Candidate must have a strong DoD financial management background with extensive hands-on experience in DoD acquisition process.
  • Candidate must have experience leading teams in the development of financial management documentation to support the procurement process.
  • Candidate must have experience teaching in a classroom environment and be comfortable working with other DoD services senior leadership.
  • Candidate must be a self-starter and able to manage large projects without supervision.
  • Training module development and delivery.
  • Training materials and courseware development.

Highly Desired Experience/Skills:
  • Familiarity with Microsoft Office products to include the Microsoft Office Suite.
  • Experience supporting a Government/systems command organization.
  • Public speaking and presentation.

Required Education:
  • BS or BA degree.

ALLOWABLE SUBSTITUTION:
  • A) An AS or AA degree and thirteen (13) years of overall experience plus the amount of detailed experience that matches the experience/training requirement for this position may be substituted for a BS or BA degree; or
    B) Fifteen (15) years of overall experience plus the amount of detailed experience that matches the experience/training requirement for this position may be substituted for a BS or BA degree.

Required Experience:
  • At least ten (10) years Business & Financial Management experience or which four (4) years is acquisition management support.
  • Knowledge and experience to provide more in-depth scenarios for spend plans and financial data.
  • ERP knowledge and experience.
  • Knowledge and experience to create business rules and guide new organizations through the CSPT onboarding process.
  • At least two (2) years of experience in AMS software development support on applications such as PMT, CSPT, or CDRL.
  • At least two (2) years of experience with software requirements development in which at least one (1) year of experience is with agile software development leveraging SharePoint 2013 and Dot.Net.
  • One (1) year experience in Team Foundation Server (TFS). (Note: All experience may be concurrent).

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $129,285 -$148,678.00 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
