Job Description

Stantec is seeking a Regulatory Specialist to provide technical leadership for our clients and staff on a variety of Environmental Services projects in Maryland and the broader Mid-Atlantic US. This position will be part of Stantec's Environmental Services team that provides the full range of expertise needed to address a variety of projects, including but not limited to supporting to public utilities, new electric transmission and rebuild projects, project access road planning and design, substation and battery storage facility design, solar due diligence and environmental permitting. Our staff members have established excellent working relationships with utilities and Power sector developers throughout the Mid-Atlantic, and our knowledge and interdisciplinary expertise allow us to help our clients develop the most effective and innovative approaches to their environmental / engineering compliance goals.

Your Key Responsibilities
  • Executing environmental permitting strategy, developing regulatory strategy, and directing environmental field surveys and construction compliance for a variety of projects.
  • Conducting environmental field surveys in a lead capacity as needed, including wetland, forest stand, and/or critical area resource assessments and delineations; mentoring junior staff in the conduct of such surveys and their interpretation. Occasional travel for fieldwork is likely, including overnight stays for short durations.
  • Preparing permit applications, including Section 404/401 permits and Joint Permit Applications, involving gathering supporting documentation, and coordinating comment response with agencies.
  • Preparing technical reports for and managing coordination with the Maryland Department of the Environment (MDE), MD Department of Natural Resources (MD DNR), US Army Corps of Engineers (USACE), US Fish and Wildlife Service (USFWS), Environmental Protection Agency (EPA), and other federal, state, and local agencies.
  • Task coordination related to wetland delineations, forest stand delineations, state water determinations, resource protection areas, threatened and endangered species, land use mapping and vegetation cover classification, GPS data collection, agency consultations, cultural resources, and water quality permitting.
  • Performing and summarizing database searches and coordinating initial agency review and consultation related to Threatened and Endangered Species.
  • Leading and preparing Forest Conservation Plan, Critical Area, and Tier II submissions in accordance with the State and Municipal requirements.
  • Performing quality assurance/ quality control reviews of environmental deliverables.
  • Partnering and participating on integrated environmental/engineering/ecology teams to deliver projects in both the pre-project permitting stage and post-approval stage to ensure consistency in project execution.
  • Supporting and ensuring implementation of Stantec Health, Safety, Security, & Environment (HSSE) Policies, Procedures, Standards and Guidelines in the execution of all work and coordinate with HSSE professionals during the execution of all phases of project planning and implementation.


Qualifications

Your Capabilities and Credentials
  • Knowledge of Maryland state and US federal laws and regulations and applicable policies and procedures to advise others on interpretations and experiences with permitting.
  • Skilled with a "hands-on" individual experience in managing environmental permitting applications.
  • Skilled in verbal and written communications, including advanced technical writing abilities, regulatory agency negotiations, and requests for proposals responses.
  • Skilled at prioritizing, organizing, managing, and performing multiple work assignments simultaneously.
  • Skilled with computer applications and functions, including Microsoft Word, Excel, Outlook; CADD and GIS are a plus.
  • Ability to prepare, read and interpret scientific/technical documents and plans for the affects/impacts to environmental resources,
  • Ability to perform work accurately in a detail-oriented environment and meet project schedules, deadlines, and budgets.
  • Ability to work with initiative, professionalism, confidentiality, and is able to work independently, multi-task and adapt to change in a very dynamic environment.
  • Ability to work effectively in a team environment with the strong ability to maintain and establish effective working relationships amongst the team and clients, and mentor/train staff as needed.
  • The successful candidate will be self-motivated, self-directed, and possess the ability to make sound business decisions.

Education and Experience
  • Bachelor's or Masters' degree in Biological Sciences, Environmental Studies, Policy, Planning, Geology, or related discipline preferred.
  • 8+ years of experience specific to regulatory practice in the environmental field.
  • Maryland Forest Conservation Act Qualified Professional, Certified Arborist, and/or Professional Wetland Scientist or related certifications preferred.
