Salary: $100,000 - $115,000 per year (depending on experience)

About the Role

Western Community College is seeking an experienced and strategic Registrar to provide leadership and oversight of institutional registration, academic records, student progression, graduation, credential management, regulatory compliance, and student information systems.

The Registrar plays a critical role in ensuring the accuracy, integrity, security, and compliance of student records while supporting an exceptional student experience. This position provides institutional leadership in the development and implementation of academic policies, procedures, systems, and services that support student success and institutional effectiveness.

The successful candidate will bring strong knowledge of post-secondary administration, regulatory requirements, records management, data governance, and student services operations, along with the ability to collaborate effectively across academic and administrative departments.

Key Responsibilities

Registration and Enrolment Management
  • Oversee registration, enrolment, add/drop processes, withdrawals, program changes, re-entry processes, and student intake operations.
  • Ensure admission requirements are verified and enrolment decisions comply with institutional policies, program requirements, accreditation standards, and regulatory requirements.
  • Maintain accurate enrolment agreements and supporting admission documentation.
  • Establish registration timelines, procedures, and service standards to support a positive student experience.
  • Resolve complex registration matters and policy exceptions in collaboration with institutional leadership.

Academic Records and Data Integrity
  • Provide leadership for the creation, maintenance, security, preservation, and authorized disclosure of student academic records.
  • Ensure compliance with privacy legislation, institutional policies, records-management standards, and confidentiality requirements.
  • Establish controls for data entry, record changes, system access, document retention, and archival processes.
  • Conduct audits of student records and coordinate corrective actions related to data quality and compliance.

Academic Progression and Student Success
  • Monitor academic progression, attendance, grades, academic standing, probation, and program completion requirements.
  • Ensure academic decisions, including warnings, probation, dismissals, reinstatements, withdrawals, and grade changes, are accurately documented.
  • Collaborate with Academic Leadership and Student Services to support early intervention and student retention initiatives.
  • Analyze progression, retention, completion, and attrition trends and provide reports to leadership.

Graduation and Credential Management
  • Conduct graduation audits and verify completion of academic, financial, and administrative requirements.
  • Approve eligible graduates and oversee credential issuance processes.
  • Ensure secure production and management of transcripts, diplomas, certificates, enrolment confirmations, and official academic documents.
  • Maintain accurate records of credentials issued, replaced, corrected, cancelled, or reissued.

Transfer Credit and Academic Appeals
  • Oversee transfer credit, advanced standing, exemptions, and prior-learning assessment processes.
  • Ensure decisions are consistent, documented, authorized, and aligned with institutional policies.
  • Coordinate academic appeals, grade appeals, reinstatements, and policy exceptions while ensuring procedural fairness and confidentiality.

Compliance, Reporting, and Quality Assurance
  • Develop and maintain policies and procedures related to registration, records, progression, graduation, and credentialing.
  • Ensure compliance with British Columbia post-secondary regulations, accreditation requirements, privacy legislation, and quality-assurance standards.
  • Support institutional audits, accreditation reviews, regulatory inspections, and compliance reporting.
  • Prepare and verify institutional reports related to enrolment, attendance, student outcomes, progression, and graduation.

Student Information Systems and Process Improvement
  • Collaborate with Information Technology to maintain and improve student information systems.
  • Establish data standards, system controls, and user-access protocols.
  • Participate in system upgrades, testing, integrations, and technology improvements.
  • Identify opportunities to automate processes and improve operational efficiency.

Student Services Leadership
  • Oversee assigned Student Services functions, including academic advising and student support.
  • Promote a student-centred service culture focused on accuracy, responsiveness, and respect.
  • Ensure students receive consistent and accurate information regarding academic policies and requirements.

Leadership and Collaboration
  • Lead, supervise, train, and evaluate Registrar's Office and assigned Student Services employees.
  • Establish performance expectations, service standards, and professional development opportunities.
  • Manage workloads, staffing requirements, and peak-period service delivery.
  • Collaborate with Academic Leadership, Admissions, Finance, Compliance, Information Technology, and other departments to support institutional priorities.

Education & Experience
  • Master's degree in Education, Business Administration, or related field
  • Minimum 5 years of experience in post-secondary academic administration or a Registrar's Office.
  • Supervisory or leadership experience is required.
  • Experience overseeing Student Services, academic advising or related student-support functions is preferred.
  • Experience with regulatory compliance, accreditation, academic policy and institutional reporting is required.
  • Experience working in a private post-secondary institution is considered an asset.
