JOB DUTIES:

This position is located in the Infection Control unit of the Quality Improvement section of Kona Community Hospital, a 94-bed acute care facility located on the island of Hawaii, West Hawaii Region, which also includes Kohala Hospital. It is one of 9 facilities within the Hawaii Health Systems Corporation.

The Infection Control Department provide professional support for programmatic, internal and external activities, including implementing, coordinating and promoting project activities; identifying and responding to staff and team needs; implementing and assessing policies and programs; and providing senior level administrative support. The position possesses expert knowledge of Infection Prevention, understanding of Public Health principles and practices as they relate to hospitalized patients, staff safety and exposure injury management functions and financial implications on the facility. Expert knowledge of emerging infectious diseases and disease outbreaks within West Hawaii HHSC facilities and monitoring trends and worldwide issues affecting public health.

The position manages all infectious disease prevention and program activities of the West Hawaii Region. Specific program functions include acting as liaison with all local, state and federal reporting agencies. The primary purpose of this position is to ensure that the organization has a functioning coordinated process to reduce the risk of healthcare associated infections and the spread of disease in the patient population. Additional responsibilities to promote processes to prevent employee exposure and illness to infectious diseases.

The position will oversee all local, state and federal agency reporting requirements for staff and patient data and Infection Prevention Programs. Reporting includes but is not limited to the DOH, CMS, CDC and NHSN as it is related to public health requirements, infectious diseases, and healthcare acquired infections.

This position is under the general supervision of the Director of Clinical Quality Improvement, position number 109359. This position may be required to work shifts, weekends and holidays.

THE MINIMUM QUALIFICATION REQUIREMENTS ARE: Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.

BASIC EDUCATION/EXPERIENCE REQUIREMENTS: For nursing positions, applicants must have graduated from an accredited school of nursing.

EXPERIENCE REQUIREMENT: Applicants must have shown progressively responsible work experience of the kind and quality described below:
• EXPERIENCE REQUIRED: Two (2) years of nursing experience required.
• SUPERVISORY EXPERIENCE: Six (6) months of supervisory experience required. Professional nursing experience which includes: (1) planning and directing the work of others; (2) assigning and reviewing their work; (3) advising them on difficult problem areas; (4) timing and scheduling their work; and (5) training and developing employees.

SUBSTITUTIONS ALLOWED: Possession of a master's degree from an accredited college or university school of nursing may be substituted for one year of nursing experience.

LICENSE REQUIRED: License to practice as a professional nurse in the State of Hawaii. For certain positions, possession of a motor vehicle operator's license is required.

KNOWLEDGE AND ABILITIES REQUIRED: Knowledge of nursing theory and practice; nursing techniques and procedures; nursing literature and current trends and development in nursing. Knowledge of Joint Commission on Accreditation of Hospital Organizations (JCAHO) requirements, and other federal, state, or private regulatory/review organizations with which the hospital interacts. Ability to apply nursing theory and practice in planning and giving nursing care, recognize, interpret and evaluate symptoms of patient's condition, and take appropriate action. Ability to plan and schedule the work of others and utilize the principles and practices of supervision. Positions should be able to initiate and maintain good working relationships with others.

QUALITY OF EXPERIENCE: Possession of the required amount of experience will not in itself be accepted as proof of qualification for the position. Overall paid or unpaid experience must have been of such scope and responsibility as to conclusively demonstrate that you have the ability to perform the duties of this position.
