Position Summary

The Regional Property Manager oversees an assigned portfolio of communities, providing leadership, support, and oversight to Property Managers while driving property performance, compliance, occupancy, and resident satisfaction. Working closely with senior leadership, this role ensures communities operate efficiently and in alignment with National Church Residences' mission, values, and operational standards.

Key Responsibilities

Leadership & Team Development
  • Recruit, hire, train, mentor, and supervise Property Managers and site-level personnel
  • Conduct performance evaluations and support employee development
  • Foster a culture of accountability, teamwork, professionalism, and resident-focused service
  • Approve hiring, personnel status changes, and terminations for on-site staff


Property Operations & Compliance
  • Ensure compliance with HUD, LIHTC, Fair Housing, and other applicable regulations
  • Conduct property audits and operational reviews to ensure adherence to company standards
  • Monitor leasing activities, occupancy trends, waiting lists, and certification processes
  • Resolve resident relations concerns and support corrective action plans when necessary
  • Complete quarterly Property Audit Checklists (PAC) for assigned communities


Financial Management
  • Oversee annual operating and capital budget preparation
  • Monitor property financial performance and recommend strategies for improvement
  • Review and approve expenditures within established guidelines
  • Assist with contract negotiations, renewals, and vendor management
  • Prepare quarterly portfolio performance summaries


Asset Preservation & Performance
  • Ensure communities are maintained to company standards both inside and out
  • Monitor REAC scores, Management and Occupancy Reviews (MOR), and state agency inspections
  • Support marketing initiatives designed to maximize occupancy and revenue
  • Collaborate with Asset Management to optimize rent implementation and revenue opportunities


Portfolio Administration
  • Manage annual contract renewals for assigned communities
  • Oversee implementation of approved rent increases for HUD and LIHTC properties
  • Assist with project-based voucher renewal submissions
  • Coordinate staffing and operational setup for newly acquired or developed communities
  • Develop and update property management forms, manuals, reports, and training materials


Resident Experience & Mission Focus
  • Promote a culture of dignity, respect, and service for all residents
  • Ensure resident concerns are addressed promptly and appropriately
  • Report compliance issues, safety concerns, and allegations of abuse or misconduct immediately
  • Support and implement National Church Residences initiatives accurately and on time


What Success Looks Like
  • Communities consistently meet or exceed occupancy goals
  • Properties achieve budgeted Net Operating Income (NOI) targets
  • Strong compliance performance in Fair Housing, HUD, and LIHTC programs
  • Positive resident satisfaction results
  • Timely and accurate reporting, audits, and contract renewals
  • High-performing, engaged on-site teams
  • Properties maintained to company quality standards


Qualifications

Education
  • Associate degree, two years of college coursework, or equivalent combination of education and experience

Experience
  • Minimum of five years of property management experience
  • At least two years of on-site property management experience
  • Previous supervisory or multi-site management experience preferred
  • Affordable housing experience strongly preferred

Skills & Abilities
  • Strong leadership, coaching, and personnel management skills
  • Excellent communication and relationship-building abilities
  • Strong organizational and time management skills
  • Detail-oriented with the ability to manage multiple priorities
  • Proficiency in Microsoft Office Suite, Windows-based applications, and property management software
  • Ability to maintain professionalism and sound judgment in high-pressure situations

Certifications
  • Certified Property Manager (CPM) designation or candidate status preferred

Travel Requirements
  • Ability to travel up to 50% of the time throughout the assigned portfolio
  • Valid driver's license and proof of vehicle liability insurance required
