Summary

Duties

Help

Serves as the Budget Manager and directs the annual allocation for operations in the regional office.

Oversees management of salary and operating budgets for the entire region, to include oversight of institution budgets within the region.

Coordinates the budget operations, furnishes guidelines and technical expertise to institutions in the region.

Responsible for review and evaluation of statistical reports submitted by the institutions.

Formulates and develops the annual regional operating plan for each fiscal year by each correctional discipline.

Qualifications

To be considered for the position, you must meet the following qualification requirements:

Education:

GS-11: Ph.D. or equivalent doctoral degree or three full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

Graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

GS-12: There is no substitution of education for specialized experience at this level.

OR

Experience:

GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:

GS-11:

  • Experience in analyzing and evaluating program plans and funding.
  • Experience in providing training and/or technical assistance on budget reprogramming actions, policies, principles and procedures.
  • Experience in compiling, developing and analyzing various fiscal reports and projections, and making recommendations on fiscal matters.


GS-12:

  • Experience analyzing the impact of equity formulas, populations, programs, etc., to budget requests and allotments; including periodically redistributing resources as a result of reprogramming of funds and other changes through continuing resolution, etc.
  • Experience in analyzing and revising annual budget estimates in accordance with program and legislative changes.
  • Experience in providing advice, guidance, training or evaluation for programs in regional field institutions.

Additional information

The representative rate for this position is $107,038 per annum ($51.28 per hour)..

Special Conditions of Employment Section:

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation.

This is a secondary law enforcement coverage position. Individuals that DO NOT have three years of law enforcement coverage gained in a primary law enforcement position by the closing date of the vacancy announcement, will not be eligible for this position.

Current Federal Law Enforcement Employees:

Completion of the mandatory courses "Introduction to Correctional Techniques (ICT) Phase I and Phase II" is a condition of employment for this secondary law enforcement position. Employees who have not yet completed ICT Phase I and II will be required to do so after entering the position. This requirement does not apply to non-law-enforcement positions.

Eligibility for secondary law enforcement coverage is determined in accordance with applicable regulations. Coverage may be attained through any qualifying federal law enforcement officer service that meets the definitions in 5 U.S.C. 8401(17) and satisfies the conditions in 5 CFR 842.803.
