Hiring Range: This position has a compensation range that spans the salary threshold for Washington State, which means that this position may be classified as either non-exempt (hourly) or exempt (salaried), depending on the candidate's qualifications, including education, experience, and other relevant factors.
Non-Exempt (Hourly): $32.86 - $38.54 per hour
Exempt (Salaried): $80,168.40 - $85,425.60 per year

Kitsap Mental Health Services (KMHS) is seeking a Recruiter to support hiring efforts across the organization. This role helps connect talented professionals with meaningful work in behavioral health and community services. You'll partner closely with leaders and hiring managers to identify staffing needs, build candidate pipelines, and create a positive experience throughout the hiring process. Primary Responsibilities:
• Assist the Director of People Experience in developing and implementing talent acquisition strategies that support agency goals and workforce planning needs.
• Manage full-cycle recruiting activities, including sourcing, screening, interviewing, offer development, and onboarding support.
• Identify and engage candidates through job boards, referrals, networking, databases, events, and direct outreach.
• Partner with hiring managers to understand staffing needs, position requirements, and candidate qualifications.
• Conduct phone screenings and coordinate candidate interviews.
• Prepare offers and support salary negotiations when appropriate.
• Ensure recruiting practices comply with all applicable state and federal employment laws and regulations.
• Provide candidates with accurate information about positions, expectations, organizational culture, and work environments.
• Track recruiting metrics and analyze data to identify trends and opportunities for improvement.
• Collaborate with leadership and Finance to ensure hiring plans align with approved staffing and budget allocations.
• Support provider and physician recruitment efforts as needed.
• Maintain communication with candidates throughout the hiring process to promote engagement and a positive candidate experience.
• Assist with development of recruiting materials, job advertisements, and outreach campaigns.
• Represent KMHS at job fairs, networking events, community events, and other recruiting activities.
• Participate in KMHS events and support People Experience initiatives.
Minimum Qualifications:
EDUCATION: Bachelor's degree in marketing, business, human resources, or a related field. High School Diploma or GED accepted with three or more years' relevant experience.
EXPERIENCE: Experienced (minimum 2 years of job-related experience)
Two years of experience in full-cycle talent acquisition.
Preferred Qualifications:
EXPERIENCE: Specialist (minimum 5 years of job-related experience)
Multiple years of experience:
- Developing interview questionnaires
- Coordinating the talent acquisition of executive-level positions
- Creating employee evaluations via Survey Monkey and other similar web resources
Experience in healthcare or a clinical setting
LICENSE/CERTIFICATION: Advanced certifications such as PHR/SPHR, SHRM-CP/SHRM-SCP, or other relevant HR certifications
Performance Requirements:
KNOWLEDGE
- An advanced level of knowledge in full lifecycle recruiting components, including successfully sourcing a diverse range of applicants, qualifying, interviewing, networking, assessing, salary negotiation, relationship management, and due diligence.
- Knowledge of (and prior experience with) a web-based applicant tracking system and other recruiting-related tools and technologies.
SKILLS:
- Excellent interpersonal skills and diplomatic in working with candidates and staff. Commitment to a team approach. Successful experience working collaboratively with others to advance organizational objectives.
- Excellent verbal, writing, and presentation skills. Effective and accurate communication under time limitations. Strong knowledge of grammar.
- Proficient in MS Office (Word, Excel, Outlook, Publisher, PowerPoint).
- Excellent organizational and interpersonal skills, time management, and attention to detail.
ABILITIES:
- Requires the ability to prepare professional correspondence for routine communications with internal and external customers.
- Requires the ability to maintain up-to-date records and ensure security and confidentiality of information.
- Demonstrated ability to work with frequent interruptions in a fast-paced work environment, including operating a multi-phone line device.
- Ability to exercise discretion and reliably handle matters of a confidential nature.
