Summary

About the Position: Serves as a Senior Realty Specialist, applying a mastery of real estate regulations, principles and practices. Is a primary realty liaison with the other USACE Divisions and Districts for delineating project requirements and providing project guidance on non-sensitive matters tasked to them.

Duties

  • Perform complex Real Estate duties in support of both Civil Works and Military projects.
  • Analyze and resolve conflicts in policy and objections and/or controversial transactions arising from complex real estate negotiations.
  • Provide technical guidance to other Realty Specialists.
  • Serve as the primary point-of-contact and technical expert for projects assigned.

  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes; 1) Experience utilizing federal real estate principles, policies and methods to finalize a lease or other federal real estate instrument, or to acquire or manage property; AND 2) Experience resolving critical problems over a wide range of complex, long term, federal realty projects; AND 3) Experience completing complex federal real estate transactions and/or property management activities such as multiple and/or conflicting uses of land, space, or facilities; AND 4) Experience negotiating in sensitive or unpredictable federal real estate related situations with reluctant or uncooperative property owners and/or other agencies as a Realty Specialist. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-???????12).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at GS-12 and GS-13 grade level, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
