Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the USACE DHA for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serve asSenior Realty Specialist (Team Leader) by providing the Branch Chief with assistance in providing technical guidance and direction to the work of the organization.

Duties

Help

• Develops interim land-use plans for real estate planning and development purposes, to establish and ensure maximum utilization of Government-owned land.
• Manages land for public purposes out granted to Federal, State or local Government agencies for development of public parks, recreation areas, and fish and wildlife.
• Through negotiation by formal advertising, out-grants Government-owned lands for industrial, recreational, commercial, agricultural, residential and other purposes.
• Negotiates with companies concerning abilities for easements governing right-of-way on Government lands for roadways, highways, pipelines, electric and communication lines and others.
• Assumes responsibility for the proper and efficient functioning of the Branch during absence of the Chief. Renders decisions within limits of delegated authority.
• Analyzes proposed plans for development, such as commercial, industrial, recreational, etc. Evaluates the financial abilities of bidders, capability of maintaining Government requirements and standards, and recommends awards of leases.
• Identifies underutilized, excess, surplus, obsolete, or unneeded real property.
• Analyzes disposal alternatives, such as transfer to another federal agency, public benefit conveyance, negotiated sale, competitive sale, lease, demolition, or other authorized disposition.
• Prepares disposal recommendations, case files, decision documents, appraisal requests, notices, and supporting analysis.
• Coordinates with federal, state, local, tribal, and other interested parties during the disposal process.
• Prepares and reviews Invitations to Bid to insure inclusion, clarity and completeness of all pertinent data, itemization of buildings and improvements, terms, conditions, guarantee of bid deposit, etc.
• Applies federal real-property statutes, regulations, executive orders, agency policies, and applicable state and local requirements.
• Addresses requirements involving environmental reviews, historic preservation, accessibility, security, cultural resources, hazardous materials, and land-use restrictions.
• Independently handles complex and high-impact realty cases.
• Serves as the agency's realty subject-matter expert for complex land management and/or disposal transactions.

Experience Requirements:

GS-12

Specialized Experience:One year of specialized experience which includes meeting three of the following: 1) Manage and/or administer Government-owned lands, ensuring maximum utilization and compliance for unauthorized use or occupancy; 2) negotiate and/or administer out-grants, leases, easements, and rights-of-way for public, commercial, industrial, agricultural, and/or recreational use; 3) develop land-use plans and/or evaluate proposed developments for compliance with Government requirements; 4) conduct inspections of Government lands and/or out-granted property to verify proper use; and 5) provide technical guidance to staff by assigning work, reviewing actions, developing performance ratings, and/or identifying training needs.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
