Real Estate Appraiser. The selected candidate is responsible for estimating market value of residential, small multi-family, or condominium properties, utilizing the standard approaches to valuation for the purpose of generating fair and equitable tax assessments.
**This recruitment is for a position which is unclassified. Therefore, the successful candidate will serve at the will of the Appointing Authority.** Duties include but are not limited to - Understanding mass appraisal fundamentals
- Appraising real property by gathering and analyzing all relevant sales data
- Codifying sales in CAMA with local and State codes by investigating building characteristics and verifying sale transaction data by contacting realtors
- Performing field inspections to identify, measure, and record building features for quality of construction and condition
- Researching information for buildings, renovations and demolition permits
- Understanding building plans and recreating buildings in CAMA system
- Balancing statutory goals of equity and market values
- Understanding, developing, maintaining, and recreating valuation models
- With Excel, demonstrate sale ratios, COD, COV and other relevant statistical measures
- Has knowledge of PowerBI and can manipulate a dashboard for parsing specific information
- Effectively communicates with taxpayers by explaining assessment information and process
- Making independent decisions, solving problems, and meeting production deadlines
- Preparing formal assessment reports and narratives for office reviews, Board of Equalization, or circuit court
- Assisting and training other appraisers
- Performing related duties as assigned
Qualifications, Special Certifications and Licenses KNOWLEDGE, SKILLS, AND ABILITIES:- Knowledge of the construction process and required components needed in construction.
- Understand zoning regulations, special use permitting, and micro and macro influences on property types.
- Comprehends statistical analysis and relevant accounting.
- Knowledge of real estate appraisal concepts, mass appraisal process, the three approaches to value, VA code and city ordinances.
- Proficient with basic appraisal instruments, equipment, and tools including GIS tools, Eagleview, financial calculators, measuring equipment, marshall swift cost estimator guide, and digital cameras.
- Ability to use systems and software such as Multiple Listing Service (MLS), Computer Assisted Mass Appraisal (CAMA - VISION), and Microsoft Office Suite.
- Operate a city vehicle and understand the rules of the road for Virginia.
- Working knowledge of the interdependent relationships that exist between residential markets, neighborhoods, and commercial markets.
- Skills to utilize information to make appraisal determination, identify, classify, and stratify properties by types and class.
- Ability to analyze and understand market data for commercial industrial & multi-family properties.
- Ability to evaluate real estate transactions, identify market areas.
- Understands the motivations behind investors, owners, and tenants for different types of commercial real estate.
- A strong written and oral communication, excellent customer service both internally and externally, and has the ability to multi-task and handle multiple tasks at the same time.
MINIMUM TRAINING AND EXPERIENCE:- Bachelor's degree in real estate or related field
- Two years of journey-level professional real estate appraisal experience.
- Requires professional education equivalent to IAAO Course 101, 102, 151, 300, and 311, Fundamentals of Real Property Appraisal, Income Approach to Valuation, Standards of Professional Practice and Ethics, Fundamentals of Mass Appraisals, and Residential Modeling Concepts.
- An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.
PREFERRED QUALIFICATIONS:- Five (5) years or more of professional real estate appraisal experience, (or)
- Three (3) years or more of mass appraisal experience
- RES or CAE appraisal designation through the IAAO Professional Designation program.
- Organized, self-motivated, and be capable of working independently with minimal supervision
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:- Valid driver's license with a satisfactory driving record and a valid Commonwealth of Virginia driver's license within 30 days of hire.
