Quality Manager (Mechanical/Electrical/Civil)

We are seeking an experienced Quality Manager to support ICI, civil, and infrastructure construction projects across Ontario. This site‑based role is responsible for leading project‑level quality management activities, including the development, implementation, and oversight of Project‑Specific Quality Plans (PSQPs) aligned with the organization’s Corporate ISO 9001:2015 Quality Management System (QMS).

This role includes a strong focus on mechanical and electrical systems quality, including inspection, testing, and commissioning readiness across complex building and infrastructure projects.

This position will be multi-site/project based in Ontario.

What You Will Be Working On

  • Lead the development, implementation, and continuous improvement of Project‑Specific Quality Plans (PSQPs) aligned with corporate QMS, contract requirements, and regulatory obligations.
  • Provide site leadership and oversight of quality control activities, including supervision of QC personnel and coordination across multiple trades and disciplines.
  • Ensure compliance with contract documents, drawings, specifications, the Ontario Building Code, and applicable CSA standards.
  • Oversee execution of Inspection and Test Plans (ITPs) across ICI, civil, and infrastructure scopes.
  • Ensure effective inspection and verification of key construction activities, including:
    • Concrete work (placement, curing, testing)
    • Reinforcement and structural systems
    • Structural steel fabrication and erection
    • Earthworks, grading, and compaction
    • Underground utilities and infrastructure tie‑ins
    • Mechanical and electrical system installations and turnover readiness
  • Function as the primary quality contact for clients, consultants, testing agencies, and Authorities Having Jurisdiction (AHJs).
  • Lead the identification, documentation, and resolution of non‑conformances (NCRs), ensuring effective root cause analysis and corrective actions (CAPA).
  • Plan and support internal, client, and third‑party audits, including ISO 9001:2015 compliance activities.
  • Oversee review and acceptance of material submittals, shop drawings, inspection reports, and test results.
  • Ensure proper quality documentation, record control, and turnover packages, including as‑built documentation.
  • Monitor and evaluate subcontractor quality performance, proactively addressing risks and recurring issues.
  • Promote a strong quality culture and workmanship standards across all project stakeholders.
  • Collaborate with Safety and Environmental teams to ensure integrated compliance, particularly on high‑risk civil and infrastructure activities.

What We Are Looking For
  • Bachelor's degree in mechanical engineering, Electrical Engineering, Construction Management, or a related technical discipline is preferred.
  • Alternatively, a technical diploma with extensive field experience in construction quality, supervision, or inspection will be considered.
  • Minimum 5+ years of construction experience, including QA/QC, quality management, or senior field supervision on ICI, civil, or infrastructure projects.
  • ISO 9001:2015 Lead Auditor certification and other relevant inspection or trade certifications is considered an asset.
  • Demonstrated experience in mechanical and/or electrical construction scopes, including building systems and integration with structural and civil works.
  • Proven experience developing and implementing Project‑Specific Quality Plans (PSQPs) within an ISO 9001:2015 (or equivalent) environment.
  • Strong working knowledge of:
    • Multi-discipline construction practices (civil, structural, building systems)
    • Inspection and testing requirements, including MEP systems
    • Commissioning and turnover processes
  • Working knowledge of the Ontario Building Code and applicable CSA standards.
  • Demonstrated experience managing NCRs, audits, and quality documentation systems.
  • Ability to read, interpret, and enforce drawings, specifications, and contract requirements.
  • Experience collaborating with clients, consultants, subcontractors, inspection agencies, and regulatory authorities.

Working Conditions

  • Site‑based role supporting ICI, civil, and infrastructure construction projects across Ontario.
  • Exposure to active construction environments, including heavy civil works, structural activities, and complex multi‑trade coordination.
