ABOUT THE JOB
The Tepa Companies are seeking a Quality Control (QC) Manager to be responsible for planning, implementing, and overseeing all project quality control activities to ensure compliance with contract requirements, project specifications, and applicable federal regulations. This role leads the project's Quality Control Management System (QCMS), conducts inspections and testing, identifies and mitigates quality risks, and works closely with project teams, subcontractors, and government representatives to ensure work is completed safely and in accordance with established quality standards.
Job Functions:
- Lead and administer the project's Quality Control Management System (QCMS) from project kickoff through closeout.
- Oversee construction activities to ensure all work complies with contract documents, project specifications, applicable codes, and quality standards.
- Conduct preparatory, initial, and follow-up meetings for each definable feature of work (DFOW) to verify readiness, establish quality expectations, and ensure required documentation and checklists are completed before work begins.
- Coordinate and conduct required quality control meetings with the USACE, project superintendent, subcontractors, and other stakeholders before each new phase of work, documenting all activities in the Daily QC Report.
- Review contract documents, drawings, specifications, submittals, shop drawings, and construction data to identify quality risks and verify compliance.
- Verify that all materials delivered to the project conform to approved submittals, are properly stored and handled, and are acceptable for installation.
- Perform or oversee required inspections and testing to verify compliance with project specifications and contract requirements.
- Maintain inspection logs and documentation, identify non-conforming work, coordinate corrective actions, and verify deficiencies are resolved before work is concealed.
- Oversee subcontractor quality performance and ensure compliance with project quality requirements and applicable safety regulations.
- Collaborate with the Project Superintendent to maintain accurate daily as-built drawings.
- Develop, maintain, and update project quality documentation, including submittal logs, inspection records, and reports using the USACE Resident Management System (RMS)/Quality Control System (QCS).
- Prepare and submit comprehensive Daily QC Reports documenting project activities, inspections, testing, deficiencies, corrective actions, and overall compliance.
- Verify that all required inspections, certifications, permits, and approvals have been completed by the appropriate agencies.
- Assemble and submit project closeout documentation in accordance with contract requirements.
- Exercise independent judgment to stop work when quality deficiencies, safety concerns, or contract compliance issues are identified.
- Recommend improvements to construction methods, materials, and quality processes to enhance project performance and compliance.
- Perform other duties as assigned.
WHAT WE'RE LOOKING FOR
- Bachelor's degree in Construction Management, Engineering, Architecture, or a related field
- Minimum of five (5) years of quality control or construction management experience on federal construction projects
- Demonstrated experience developing and administering Quality Control Management Systems (QCMS) in accordance with federal contract requirements
- Experience using the USACE Resident Management System (RMS)/Quality Control System (QCS)
- Current Construction Quality Management (CQM) for Contractors certification issued by the USACE
- OSHA 30-Hour Construction Safety certification completed within the past five (5) years
- Current First Aid/CPR certification
- Thorough knowledge of construction practices, materials, methods, codes, specifications, and quality control procedures
- Strong understanding of project plans, specifications, shop drawings, submittals, testing requirements, and construction documentation
- Knowledge of USACE quality management requirements, EM 385-1-1, and federal construction contracting procedures
- Ability to identify quality risks, evaluate construction activities, and implement effective corrective actions
- Strong organizational skills with the ability to manage multiple priorities and maintain accurate documentation
- Proficiency with construction management software, Microsoft Office Suite, and RMS/QCS
- Excellent verbal and written communication skills with the ability to collaborate effectively with project teams, subcontractors, clients, and government representatives
- Ability to work independently, exercise sound judgment, and make decisions affecting project quality and compliance
- Ability to maintain confidentiality and professionalism while representing the company on project sites
- Must be able to pass a drug screen and back ground check in compliance with federal regulation
- Must possess a valid driver's license
