Summary

You will serve as a QUALITY ASSURANCE SPECIALIST in the QUALITY ASSURANCE DEPARTMENT of NAVSUBTORP FAC.

Duties

Help

  • You will manage the implementation and execution of the MK-48 Torpedo Quality Management System at Navy Submarine Torpedo Facility NSTF.
  • You will determine long-term and short-term goals to meet and maintain product quality and reliability requirements and set
    quality policies affecting the entire organization.
  • You will manage the implementation and execution of the NSTF internal audit program, categorize results, perform trend analysis, evaluate quality data and approve adjudication of findings.
  • You will develop and implement methods to eliminate or reduce significant bottlenecks and barriers to torpedo production,
    promote team building and improve business practices.
  • You will determine program goals and develop plans on matters pertaining to quality assurance related functions for torpedo maintenance and repair, assessing the impact of substantive developments on those programs and policies for the command.
  • You will be responsible for In Process and Final Product Quality Inspection and Torpedo Sentencing/Final Objective Quality
    Evidence documentation review of the MK48 overhaul and upgrade processes.
  • You will be responsible for the technical accuracy and validity of torpedo processing documentation and manage the Technical Publication Library to provide a central repository of procedural documentation.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Overtime, rotating, and shift work may be required.
  • Position holds a role in Nuclear Deterrent Mission (NDM).


Qualifications

To qualify for a GS-13, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Experience displaying a mastery of the full range of principles, concepts and methodologies related to the MK-48 Heavyweight Torpedo Quality Management System and applying this knowledge to the planning and accomplishment of a variety of difficult and complex work assignments to build quality into the complex product.
  • Experience conducting problem analysis, determining both individual root-causes and systemic problems, and developing logical and documented corrections.
  • Experience applying practices, policies and procedures related to functional and administrative activities such as contract administration, engineering, production, procurement, and skill in effecting appropriate coordination of the quality assurance plans and programs with these activities to ensure that all inputs to the product meet required standards of quality.
  • Experience managing an effective and comprehensive Training and Qualification program to include knowledge management between civilian employees, contractors, and military personnel assigned.
  • Experience demonstrating efficient written and oral communication, as well as effective interpersonal relationships in support of developing, writing, and issuing command correspondence and directives.
  • Experience utilizing Microsoft Access, Excel, Word, Power point and Web Authoring as well as strong administrative ability, to compile, process, and analyze complex data, and to provide formal reports to all levels of the submarine force's operational chain-of-command.

This position is covered by the Department of Defense Priority Placement Program.

The position requires the incumbent to perform temporary duty travel out of the commuting area

approximately 10% of the time. Temporary Duty does not normally exceed one week in duration and travel

arrangements are provided by the command, utilizing commercial carriers, and are in accordance with Joint

Travel Regulations.

This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Position holds a role in Nuclear Deterrent Mission (NDM).
