Position Description:

The Enterprise Logistics Management System (ELMS) is a major Department of Defense enterprise application supporting accountable property and logistics operations across all Defense Services and more than 50 Defense Agencies. ELMS manages over 80 million assets valued at more than $141 billion, serving as the Department's Accountable Property System of Record.
The system provides enterprise capabilities for:
. Property accountability
. Fleet management
. Real property
. Retail warehouse operations
. Internal use software
. Financial reporting

The Quality Assurance Manager ensures that ELMS software, system enhancements, and sustainment activities meet established quality, efficiency, and performance criteria. This role evaluates the accuracy, robustness, reliability, and overall quality of ELMS software products by applying the latest commercial QA tools, methodologies, and procedures. The manager supports lifecycle quality control, oversees performance metrics, and contributes to systemic improvements across the ELMS enterprise environment.

This position is located in Harrisburg, PA.

. Determine and apply modern commercial QA tools, methodologies, and procedures to identify software defects and evaluate overall software quality and efficiency.
. Support defining, estimating, and coordinating resources required for quality control across ELMS development and sustainment activities.
. Maintain quality levels across the full software and system lifecycle, ensuring alignment with ELMS performance, compliance, and readiness requirements.
. Assist in developing and implementing a comprehensive reporting and tracking program for performance based system metrics.
. Monitor quality procedures, evaluate system performance, and analyze quality data to improve system efficiency and reliability.
. Help ensure that all ELMS updates, enhancements, and releases meet required standards and customer expectations for accuracy, usability, and compliance.

Required qualifications to be successful in this role:

. One (1) year relevant experience.
. Experience determining and applying commercial products and procedures for identifying software errors and evaluating software quality and efficiency.
. Based on the nature of the work, US citizenship and a Secret clearance are required.
Desired qualifications/non essential skills required:
. Familiarity with quality assurance frameworks, defect tracking systems, automated testing tools, and enterprise performance metrics.
. Experience working within large Department of Defense systems or enterprise scale IT environments.
. Strong analytical skills with the ability to interpret performance data and propose meaningful improvements.
. Strong documentation, communication, and collaboration skills.

To support the ability to reward for merit based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $62,900.00 $139,300.00.
