JOB DESCRIPTION
Plans, coordinates and assists in application analysis and quality assurance, test strategy development, test case creation and execution for all assigned applications.Serves as the point person for testing and bug fixes with business unit and vendor as needed. Assists in developing support materials and end user training. Primary responsibilities include test execution, managing defects and generating reports, communicating issues, and documenting test results. Performs other duties as assigned.
JOB RESPONSIBILITIES
- Analyzes development requirements to create test plans.
- Works on multiple project requests independently.Engages vendors and other DoIT technical resources to assist with best practice implementations and troubleshooting.
- Works closely with users to define and document requirements.Then, analyzes business requirements documents and develops test plans to ensure that all requirements are verified during testing.
- Conducts tests and manages bug fixes until all quality tests are passed.
- Recommends functional enhancements that will more efficiently meet the school system's objectives.
- Works closely with vendors and other Department of Information Technology staff as well as business partners to identify performance issues and schedules updates and patches.
- Plans, communicates and assists end users with acceptance testing to ensure product being delivered meets project requirements.
- Analyzes issues reported by end-users and determines the best course of action to address the concern.
- Performs advance level troubleshooting of application issues.
- Innovates and contributes to improving test strategies that will increase the quality of the project’s deliverables.
- Tracks changes in each release of the software.
- Applies and tests various software patches for functionality.
- Maintains record of all implementations and prepares necessary release documentation.
- Works on special projects as assigned.
- Assists the Manager with administrative responsibilities and organizational management as needed.
- When serving as the point person for implementation, coordinates quality assurance activities, user acceptance testing and documentation for the project team.
- Performs other duties as assigned.
JOB QUALIFICATIONS
Education, Training and Experience:
Graduation from an accredited college with a bachelor’s degree in Computer Science, or a related field.
Three years of experience leading the testing of enterprise systems.
Experience working with web-based systems and SQL Server preferred.
Note: Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to effectively perform the duties of the position may be considered.
Knowledge, Skill, and Abilities:
Thorough knowledge of and skill in applications development for large database systems.
Skill in development and management of test cases to ensure appropriate coverage of the system’s functionality.
Skill in the use of T-SQL to generate test data in a SQL Server environment.
Knowledge of full system development life cycle.
Knowledge of personal computers, Microsoft Office suite of tools including; Word, Excel, PowerPoint, Visio and Project. Knowledge of programming concepts.
- Ability to analyze error conditions and develop appropriate solutions.
- Ability to establish and maintain effective working relationships.
- Ability to communicate effectively.
PHYSICAL AND ENVIRONMENTAL CONDITIONS:
The work of this class is generally sedentary with occasional walking, standing, and other limited physical activities.
CONDITIONS OF EMPLOYMENT:
Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights and weekends.
FLSA: Exempt
RETIREMENT: Eligible for the Baltimore County Employees’ Retirement System.
This class specification defines the types of duties and level of difficulty of work required of positions in this title. It shall not be held to exclude duties not mentioned nor limit the right of management to assign work to employees.
GRADE: OPE Grade 05
SALARY: $81,118 - $130,478

OTHER COMPENSATION: Position may be eligible for relocation bonus, extra duty activities pay, or other student activities pay as defined in the applicable Bargaining Unit Agreement.

Pre-Employment Requirements:
- All people employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (per COMAR) completed. The fee charged for fingerprinting is $109.
- Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
