Position Purpose:
Perform technical work in quality assurance (QA) to achieve compliance with QA standards, federal and state regulatory requirements, and project requirements.
Assist in the development, implementation and maintenance of programs, systems and procedures to ensure overall QA requirements are achieved. Assist with the preparation and review of procedures, design documents, technical specifications, statements of work, design changes, safety basis documents, work control documents, and other quality related documents and reports.
Assisting the line organization in identifying and resolving quality issues. Report and evaluate identified conditions adverse to quality using the ICP issues management system and perform closure verification of nonconformances and corrective actions.
Plan, execute, and document QA audits, assessments, surveillances, and assessing subcontractors as requested by management.
Identify, document and assist in the resolution of noncompliant conditions.
Review and approve purchase requisitions, vendor data, and provide QA oversight of procurement processes.
Maintain training and qualifications as required for performance of assigned tasks.
Perform other duties as assigned by management.
Minimum Qualification Requirements (Education/Experience):
This is a multi-level posting and the successful candidate will be placed at the appropriate level dependent on depth and breadth of proven experience and skills. At the Idaho Environmental Coalition, compensation decisions are determined using factors such as education, relevant experience, and other credentials.
Must have thorough knowledge of ASME NQA-1, DOE O 414.1D, 10 CFR 830 Subpart A, and various fabrication, design, and construction codes and standards.
Must be able to qualify as a Quality Engineer.
Must be able to obtain and maintain a "L" Clearance.
Must have excellent communication skills and the ability to interact with all levels of management and a diverse customer base.
Salary Grade 15: Bachelors degree plus 2 years relevant experience or equivalent education and experience.
Salary Grade 18: Bachelors degree plus 12 years relevant experience or equivalent education and experience.
Special Requirements/Training:
Possess work experience with Quality Assurance requirements, competence researching and navigating codes, standards, and requirements. Preference will be given to candidates with experience performing both internal and external audits, assessments, and surveillances in accordance with NQA-1 requirements as well as various ISO and ASME standards. Candidates must have a strong understanding of the corrective action process. Computer skills and experience with Microsoft Word and Excel, Adobe Pro, Maximo, etc.
Position Responsibilities:
Participate in QA audits, surveillances, and assessments as scheduled.
Interface with all Projects to facilitate identification tracking, remediation, and closure of emergent issues.
Provide QA SME input for work order planning, reviews, walkdowns, and closeout of completed documentation.
Prepare inspection planning packages and monitor field implementation.
Review procedures and documents for operations, maintenance, engineering, radiation protection, environmental, etc.
Provide regulatory interpretation and technical advice and technical assistance to other members of staff for project tasks.
Interface with support groups (Nuclear Safety, SHQ&S, Issues Management, Lessons Learned, etc.) and Project Directors/Managers to identify, develop solutions and correct non-compliant issues.
Review and approve procurements and related documents including but not limited to statements of work (SOW), information request/change orders (IR/COs), vendor data, etc.
