Project Overview:

Bechtel Equipment Operations, Inc. (BEO), a wholly owned Bechtel affiliate company, functions as the construction equipment asset manager of Bechtel Group and is actively engaged in projects across all business lines. In support of its involvement, BEO uses sophisticated estimating and scheduling systems to assist projects in developing bis proposals, equipment lease versus purchase analysis, tool and consumable utilization forecasts, scaffold estimating and supply, and overall construction fleet utilization plans. Headquartered in Sugar Land, Texas, BEO also manages several permanent global equipment storage and support facilities.

Job Summary:

In this role, you will lead purchasing personnel in the performance and completion of project procurement commitments through bidding, evaluation, and award. You will supervise preparation of bidder lists, review bids for accuracy, and recommend bid selections. Your oversight will ensure commitments are accurately represented and that supplier performance meets requirements. #LI-TH1

Major Responsibilities:

  • Supervises assigned personnel and several projects in the orderly performance and completion of project procurement commitments through the several steps of bidding, evaluation, and award, in accordance with established policies and Supply Chain Governance
  • Reviews commercial bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of suppliers within delegated approval authority
  • Ensures all commitments made by subordinate personnel are accurately presented and have proper global business unit approval and signing authorities, as contained in the Procurement Procedures
  • Reviews and recommends bid selections that require higher Procurement approval authority
  • Executes commitments within delegated signing authority
  • Reviews prime contract between customer and Bechtel and makes recommendations to ensure appropriate provisions are reflected in the BEO pro-forma documents.
  • For projects that we are renting under project paper, work with project procurement manager to ensure we have the proper project proforma documents in our folder for all buyers to access.
  • Works with the commercial manager for projects to understand the relationship between BEO and projects and helps establish a project matrix on each business line and the level of engagement.
  • Develops, monitors, and maintains BEO Purchasing pro-forma documents, including legal comments to commercial terms and conditions
  • Directs negotiations and prepares proposed negotiating plan in the commitment and resolution of commercial conditions of purchases when such action is agreed as necessary by the designated manager
  • Assures that project purchasing of equipment and materials is consistent with Bechtel Directives, Management Instructions, and Supply Chain Governance
  • Coordinates Purchasing operations in both the project's control office and support offices to assure compliance with project requirements


Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 8 -10 years of relevant experience or 12-14 years of relevant work experience in leu of degree.


Required Knowledge and Skills:

    • Proficiency and experience in the formation and administration of purchase orders.
    • Proficiency in all phases of procurement including knowledge of and skill in communicating effectively with suppliers, bidder prequalification, preparation of bidders' lists, compilation of bid requests, knowledge of Uniform Commercial Code or applicable commercial legislation, negotiation of contracted terms and conditions, and award of commitments.
    • Proficiency in the administration of commitments, monitoring supplier performance, back-charge procedures and the resolution of claims and disputes.
    • Good understanding of equipment and material fabrication steps and methods. Skilled in working with, and communicating effectively both orally and in writing with other project functional groups.
    • Capable of providing early warning to Project Management of supplier deficiencies or schedule slippage. Capable of interpreting schedules to ensure they are realistic, that required activities occur on time, and that interface between activities is maintained.
