Summary:
The Town of Shrewsbury is seeking a Business Manager to lead the financial and administrative heart of our Department of Public Works (DPW). In this vital role, you will manage the fantastic DPW Business Management team of 8 full-time employees, and champion sound financial stewardship, overseeing budgeting, billing, accounts payable, and internal controls, while developing streamlined procedures and leveraging data to guide smart decision-making. Working across all DPW divisions, you will strengthen communication, elevate customer service, and foster a 'One Team' culture rooted in accountability and continuous improvement. What You'll Do:
• Direct the five core functions of the division: Customer Service, Utility Billing, Financials (AP/Payroll), Permitting, and Solid Waste & Recycling.
• Oversee hiring, training, and performance management for division personnel while fostering a culture of teamwork and continuous process improvement.
• Oversee budget development, enterprise fund accounting, bank statement reconciliations, and billing for water, sewer, stormwater, and solid waste utilities.
• Present financial reports and budgets to official boards and committees, manage solid waste vendor relations, and resolve challenging resident inquiries.
• Work with Town Leadership to maintain billing platforms, streamline workflows, and implement new technology solutions.
What You'll Bring:
• A Bachelor's degree and a minimum of five (5) years experience and knowledge in business management, personnel management, or municipal accounting, or an equivalent combination of education and experience.
• Excellent communication, organization, and customer service skills
• Strong Leadership experience and the ability to delegate work appropriately and effectively coach employees.
• Experience in sourcing, pricing, and purchasing goods and services preferred.
• In-depth knowledge of municipal government operations
Works Hours & Benefits:
The Public Works Business Manager operates from a private office in the Public Works suite at Town Hall. Standard work hours are Monday, Wednesday, and Thursday from 8:00 AM to 4:30 PM; Tuesday from 8:00 AM to 6:30 PM; and Friday from 8:00 AM to 12:00 PM, with additional hours as needed. The position includes the option of a monthly cell phone stipend or a Town-issued mobile device.
